The book series Changing Europe contains edited volumes dealing with current political, economic and social affairs in Eastern Europe and the enlarged EU. The core of the series is formed by contributions to the Changing Europe Summer Schools, which are being organised by the Research Centre for East European Studies at the University of Bremen. The series is edited by Dr. Sabine Fischer (EU Institute for Security Studies, Paris), Dr. Heiko Pleines (Research Centre for East European Studies at the University of Bremen) and Prof. Dr. Hans-Henning Schröder (University of Bremen and German Institute for International and Security Affairs, Berlin). The central question addressed by the papers collected in this book is whether trade unions from the post-socialist states have successfully represented their interests at the EU level. At issue is not only their purely formal integration into umbrella organizations and EU bodies; of much greater concern is their actual participation in political decision-making processes and the resulting impact at the national and sub-national level. The book therefore examines the integration and Europeanisation of a vital part of those societies which joined the EU in 2004. The empirical focus is on case studies from the Czech Republic, Poland and Slovakia. The book is based on the research project Already arrived in Brussels? Interest representation of trade unions from the new EU member states at the EU level, which was with financial support from the Otto Brenner Foundation carried out under the guidance of the Research Centre for East European Studies at the University of Bremen.

Anti-Semitism was a major feature of both late Tsarist and Stalinist as well as neo-Stalinist Russian politics. What does this legacy entail for the emergence of post-Soviet politics? What are the sources, ideologies, permutations, and expressions of anti-Semitism in recent Russian political life? Who are the main protagonists and what is their impact on society? This book shows that anti-Semitism is alive and well in contemporary Russia, in general, and in her political life, in particular. The study focuses on anti-Semitism in political groups, mass media and religious organizations from the break-up of the Soviet Union until shortly before the elections to the fourth post-Soviet State Duma which saw the entry of a major new nationalist grouping, Rodina (Motherland), into the Russian parliament. The author analyzes various “justifications” for anti-Semitism, its manifestations and its ups and downs during this period. The book chronicles Russian federal and regional elections, which served as a “reality check” for the ultra-nationalists. Several sections are devoted to the role of anti-Semitism in political associations, including marginal neo-Nazi groups, “mainstream” nationalist parties, and the successor organizations of the Communist Party of the Soviet Union. A special section covers the financial sources for post-Soviet anti-Semitic publications. The author considers anti-Semitism within a wider context of religious and ethnic intolerance in Russian society. Likhachev, as a result, compiles a “Who is Who” of Russian political anti-Semitism. His book will serve as a reliable compendium and obligatory starting point for future research on post-Soviet xenophobia and ultra-nationalist politics.

Despite socialism's best efforts, ethnic identity remained a salient feature in Central and Eastern Europe. Not only did ethno-nationalism help to bring about the fall of the socialist regimes in this region, but it also characterised much of the post-socialist politics. Nation-Building and Minority Politics examines the issue of minority politics in post-socialist states within this dual structure. In particular, it offers an in-depth analysis of post-restoration politics in Estonia and Latvia, covering four issues. First, it looks at the historical context of the current group relations. Second, the study explores the domestic nature of minority politics in Estonia and Latvia by looking at domestic politics and policies. Third, it examines the role of the Russian Federation as an 'external national homeland' through illustrating developments within Russian foreign policy. Finally, the book analyses the role of three significant European organisations, namely the OSCE, EU and the Council of Europe as agents of 'conditionality'. Overall, this study combines old and new theoretical approaches to nation-building and minority politics to exhibit the changing nature of the relationship between majority, minority, external national homeland, and international organisations in today's Europe.

Azerbaijan’s parliamentary elections in November 2005 became an arena where domestic and international actors jostled for influence and control. This book highlights the role of international observers in the election process, and presents in-depth assessments of the pre- and post-election situation in Azerbaijan. The 2005 parliamentary elections are of special interest for several reasons. First, oil-rich Azerbaijan offers interesting insights on the relationship between energy wealth and democratisation. Second, the elections in Azerbaijan received considerable international attention. They were seen as a test case of whether the wave of regime change that had affected Georgia, Ukraine and Kyrgyzstan would spread to other countries in the region. Third, for the first time, a large number of Russian observers served within the Office for Democratic Institution and Human Rights (ODIHR) election observation mission. Finally, the case of Azerbaijan also highlights the methodological and technical aspects of election observation. Among other things, there was extensive – and arguably problematic – use of exit polls. Die indisch-stämmigen Roma sind eine in vielerlei Hinsicht besondere und in Europa als numerisch millionenstarke Minderheit vertretene Grossgruppe. Roma aus der Grossregion Ost- und Südosteuropa sind zuletzt in den neunziger Jahren als „Elendsflüchtlinge“ ins Bewusstsein der mittel- und westeuropäischen Gesellschaften gerückt. Welche Merkmale aber bestimmen die Lebensrealität von Roma in ihren postsozialistischen Heimatstaaten? Wie haben sich die tief greifenden Umbrüche nach 1989 ausgewirkt? Können neue Rechte und Freiheiten durch Roma zur Selbstorganisation und zur Veränderung des status quo genutzt werden? Diesen Fragen geht die Arbeit am Beispiel Rumäniens nach, wobei die unterprivilegierten Segmente der dortigen Roma-Bevölkerung im Mittelpunkt der Betrachtung stehen. Auf der Grundlage theoretischer Vorüberlegungen zum Ethnizitätskonzept, zum Randgruppenbegriff und zur Bedeutung und Funktion von Stereotyp und Vorurteil werden zunächst spezifische historische Erfahrungen von Roma in Rumänien bis zum Ende des Sozialismus beleuchtet. Nach der anschliessenden Untersuchung rechtlich-institutioneller Grundlagen des Minderheitenschutzes nach 1989 ist der Hauptteil der Studie der Analyse der Dimensionen, Hintergründe und Folgen von Verarmung und verstärkter gesellschaftlicher Isolation sowie der Erörterung von Formen der ethnospezifischen Selbstorganisation gewidmet. Eine Zusammenfassung der Ergebnisse mit Blick auf Handlungsmöglichkeiten und Entwicklungsperspektiven rundet die Arbeit ab. Die Arbeit hinterfragt tradierte Klischees von „den Zigeunern“ und soll über eine Grossgruppe informieren, die ein kaum bekannter Bestandteil der europäischen Kulturlandschaften ist. Gleichzeitig veranschaulicht die Studie die Komplexität einer europäischen Marginalitätsproblematik.

The findings of this study illustrate how the process of post-Soviet economic transition engenders, among others, significant spatial industrial restructuring. In addition to well-known changes in the characteristics of individual enterprises, these spatial aspects of restructuring can be key determinants of a firm's performance. Moreover, the effects of spatial restructuring appear as influencing both industry-specific and location-specific characteristics of firms. A number of previous studies have discussed overall economic structural changes in Kazakhstan, but only few highlight the regional-industrial perspective. A focus on regional issues is particularly relevant in this case, since Kazakhstani economic development was uneven and industrial activities are concentrated in certain geographical areas. The present study contributes to the existing literature through its perspective on regional development, at the industrial level. This is the first comprehensive analysis of regional industrial development in Kazakhstan based on research into individual firms. The study fills a gap by way analysing trends of industrial location in Kazakhstan in connection with characteristics of particular enterprises – factors the consideration of which should play a prominent role in the formulation of future regional and managerial policies.

Since independence in 1991, issues of nation and identity have become highly debated topics in Ukraine. This monograph explores not only how national identity is being (re)constructed by the Ukrainian state, but also the processes by which it is negotiated through society. The central argument of this work is that too much attention, concerning identity in Ukraine, has focused on markers of ethnicity and language. Instead, the author advocates a regional approach, engaging with the issue of how Ukraine’s regional differences affect nation-building processes. Following the tumultuous events of the ‘Orange Revolution’; the view of Ukraine as a country inherently ‘divided’ between ‘East’ and ‘West’ has (re)emerged to become a popular explanation for political events. The study outlines the necessity for academics, policymakers and indeed politicians to veer away from this simplistic ‘West versus East’ divide. The book advocates an analysis of Ukraine’s unique brand of regionalism not in terms of divisions, but in terms of regional differences and diversity. The author deconstructs the concept of ‘Eastern Ukraine’ by focusing on three Ukrainian localities, all adjacent to the Ukrainian-Russian border. The study examines how individuals provide ‘their’ own understanding of the place of their region within the wider processes of nation building across Ukraine. In doing so, the book develops a ‘regional’ approach to the study of identity politics in Ukraine.

Post-communist democratic revolutions have, so far, taken place in six countries: Slovakia (1998), Croatia (1999-2000), Serbia (2000), Georgia (2003), Ukraine (2004) and Kyrgyzstan (2005). The seven chapters in this volume situate these events within a theoretical and comparative perspective. The volume draws upon extensive experience and field research conducted by political scientists specializing in comparative democratization, regime politics, political transitions, electoral studies, and the post-communist world. The papers by Valerie Bunce and Sharon Wolchik, Henry Hale, Paul D’Anieri; David R. Marples, Taras Kuzio, Lucan A. Way and Steven Levitsky, as well as Anika Locke Binnendijk and Ivan Marovic explore different regime types and opposition strategies in post-communist states, the diffusion of opposition strategies between states in which democratic revolutions were attempted, the strategic importance of youth NGO’s in mobilizing oppositions towards democratic revolutions, the use of non-violent strategies by the opposition, path dependent, theoretical and comparative explanations of the sources of successful and failed democratic revolutions, and the factors that lie behind divergent post-revolutionary trajectories. The volume represents a breakthrough in our understanding of why and how democratic revolutions take place in the post-communist world. It provides an integrated analysis of why such upheavals succeed in some, but fail in other states. The contributions point to, among other issues, why the post-revolutionary breakthroughs in Serbia, Ukraine and Kyrgyzstan have encountered obstacles, the ousted regime was never fully defeated and its representatives were able to launch counter-revolutions, as well as why, in Serbia and Ukraine, the political forces of the ousted regimes have returned to power in free elections held after democratic revolutions. Until the February 2004 gas crisis when Gazprom cut off all gas flows via Belarus, the issue of Belarus as a gas transit route was not addressed seriously despite this country’s transiting around 20% of Russia’s gas exports to Europe. The gas crisis threatened the reliability of gas supplies to Europe. It demonstrated the necessity of bringing Belarus back into focus, explaining how and why the seemingly amicable Russian-Belarussian relationship had deteriorated to such an extent, and suggesting how the problem might evolve in the future. This book shows that the reliability of the Belarussian gas transit routes is influenced by changes in the intensity of the Russian-Belarussian integration and explores whether Belarus is in a position to manage (or, indeed, survive) within the new, ‘commercial’ framework to which the gas issues had shifted following the failure to establish political union. The book predicts that the mainstay of Belarussian welfare is bound to deteriorate as Russia continues to increase its domestic gas prices at 20% annually as part of its energy strategy and in line with WTO requirements – thus, also making Belarus’s independent stance vis-à-vis Gazprom unsustainable. In order to secure gas prices at the level of, at least, Russian domestic prices, Belarus is likely to return to negotiating a joint venture operating the Belarussian transit network together with Gazprom. Yet, even if such a joint venture were to be formed, it would not eliminate the main reason of the unreliability of gas transit via Belarus – the weakness of the national economy. Therefore, unless Belarus embarks on reforms leading to substantial gas conservation, it will continue to be tempted to resort to unauthorised gas off-takes and non-payments undermining the reliability of transit.

Who can be powerful and when? Power is a function of network and organizational characteristics and therefore denies an actor (e.g. a NGO or trade union) to be powerful in all networks. To prove this idea, power and institutional theories as well as organizational models will come into use while proposing different types of power factors. Such factors include combinations of organizational and network characteristics that combine to produce high power synergy and low inconsistency. The first dimension of power is trust: the trustee leads the one who trusts. The second dimension is financial incentive: the gift giver influences the gift receiver. The third dimension is irreplaceability. The typology of power factors (organizational and network characteristics) was derived from both inductive and deductive processes. By using statistics-based vector algebra as a basis for the methodology, a survey covering 12 environmental policy networks in 8 European countries was conducted and more knowledge on power was obtained.

Postmoderne - Entwicklung - Dritte Welt. In diesem begrifflichen Dreieck bewegt sich das Buch von Sven Engel. Der Autor führt in die Geschichte der Entwicklungstheorie ein, diskutiert die Machtanalytik von Michel Foucault und verfolgt eine kritische Darstellung des Post-Development-Ansatzes, der sich auf postmoderne und poststrukturalistische Theorien bezieht. Aus Sicht dieses neuen Ansatzes dient der Entwicklungsdiskurs der vergangenen Jahrzehnte als Instrument der Herrschaft über die sogenannte Dritte Welt: Zuschreibungen wie "Entwicklung" und "Wachstum" konstituieren diese Dritte Welt erst und normieren, verwalten und unterdrücken sie. Die Mechanismen von Objektivierung, Professionalisierung und Institutionalisierung in der aktuellen Entwicklungsdebatte spielen dabei die zentrale Rolle der Unterdrückung. "Entwicklung" stellt somit ein diskursiv konstruiertes System der Kontrolle dar, in dem die betroffenen Menschen in den "Entwicklungsländern" gefangen sind. Widerstand kann in den Vorstellungen von Post-Development nur an den Grenzen dieses Systems gelingen, in der Vielfalt kleiner Alternativen, die an indigene Tradition anknüpfen und für kommunale Besonderheiten und Genderfragen offen sind. Sven Engel gelingt es, diesen auf den Theorien von Foucault und Lyotard beruhenden Ansatz kritisch darzustellen und in das Umfeld von Postkolonialismus, feministischer Entwicklungskritik und kulturwissenschaftlichen Perspektiven einzuordnen. Er zeigt aber auch auf, wie die Widersprüche des postmodernen Denkens, seine normative Kriterienlosigkeit und die mangelhafte Berücksichtigung materieller Grundlagen auf den Post-Development-Ansatz rückwirken. Das Elend der Postmoderne in der Dritten Welt besteht somit in den politisch fragwürdigen Konsequenzen von einer postmodernen Entwicklungskritik. Seit einigen Jahren erfahren die Post-Development-Ansätze in der entwicklungstheoretischen Debatte einige Aufmerksamkeit. In seinem Buch "Vom Elend der Postmoderne in der Dritten Welt" setzt sich Sven Engel nun aus marxistischer Perspektive mit dieser "postmodernen Entwicklungskritik" auseinander. Der Autor: Sven Engel, geboren 1973 in Basel, studierte Politische Wissenschaft an der Freien Universität Berlin. Seit seiner Zivildienstzeit in einem Obdachlosenprojekt in Chicago interessiert er sich für Fragen von Armut, Weltwirtschaft und sozialer Ungerechtigkeit. Den Anstoss zu dieser Arbeit gab seine Mitarbeit bei SWADHINA, eine entwicklungspolitische Grassroots-Initiative in Kalkutta. Wissenschaftlich arbeitet er zu politischen und ökonomischen Theorien, zur Kritik von Entwicklungspolitik und befasst sich mit den Problemen kapitalistischer Weltwirtschaft und internationaler Beziehungen. Dieser Sammelband verbindet wirtschafts- und politikwissenschaftliche Perspektiven auf die Entwicklung von Corporate Governance in post-sozialistischen Volkswirtschaften. Im zweiten Teil wird für sechs post-sozialistische Volkswirtschaften eine wirtschaftswissenschaftliche Analyse der Entwicklung von Corporate Governance vorgenommen. Die Qualität von Corporate Governance wird hier vor allem mit der Eigentümerstruktur und den Einfluss- und Kontrollmöglichkeiten der Eigner gegenüber dem Management in Verbindung gebracht. Der dritte Teil beleuchtet diese Probleme aus einer politikwissenschaftlichen Perspektive. Da jene bislang weniger etabliert ist, wird hier einer ausführlicheren Analyse des russischen Fallbeispiels Platz eingeräumt. Es geht vor allem um Motive hinter der Einführung bestimmter Corporate Governance-Regulierungen durch den Staat. Im abschliessenden vierten Teil werden die wirtschaftswissenschaftliche und die politikwissenschaftliche Perspektive zusammengeführt. Die Beiträge präsentieren ein Modell der Bestimmungsfaktoren des unternehmerischen Corporate Governance-Verhaltens, das sowohl wirtschaftliche als auch politische Aspekte einbezieht. Die Autoren sind Wissenschaftler, die in Deutschland, Russland und Polen an renommierten Forschungsinstituten und Universitäten arbeiten. Sie sind ausgewiesene Experten zum Thema, die in ihren Beiträgen auf Ergebnisse langjähriger Forschungsprojekte zurückgreifen.

The protection of minorities in Bulgaria presents a paradox. Although minority protection played a prominent role in the accession of the country to the European Union, hardly any positive minority rights were adopted in post-communist Bulgaria. Apart from the reversal of communist assimilation campaigns, only limited progress has been made in the area of minority protection. Positive minority rights have remained very restricted, some minorities, notably Pomaks and Macedonians, have been denied recognition, and the formal adoption of legislation or policy documents has often not been followed by implementation. By charting minority rights policies in Bulgaria in the period between 1989 and 2004, this study clarifies the main reasons for the limited progress in the post-communist period. While, in contrast to some other countries in Central and Eastern Europe, minority “kin-states” did not play a major role in post-communist Bulgaria, the European Union and the Council of Europe were instrumental in putting minority questions on the agenda of Bulgarian governments. However, their impact was smaller than much of the literature on enlargement and conditionality would suggest. Domestic factors were crucial in shaping minority rights policies in post-communist Bulgaria. Of particular importance was the communist legacy, which acted as a brake on the development of minority rights.
