Western social scientists can improve their understanding of post-Soviet Russia by studying the new discipline of Russian International Relations (IR). This book analyzes the ideologies of politicized Orthodox Christianity in today Russia including fundamentalism, pan-Slavism, neo-Eurasianism, Orthodox communism and nationalism. Apart from textual analysis, the volume provides a description of the specific subculture of political Orthodoxy, i.e. its language, symbols, art, mass media, hangouts and dresscode. This study represents the first scholarly examination of these topics. Unlike other publications on the politicization of Orthodoxy, it is focused not on the political ambitions of the Russian Orthodox Church (ROC), but on political movements ideologically based on their own interpretations of the Orthodox doctrine, often contravening the canonical version. The book demonstrates that the “political Orthodox” or “Orthodox patriots” are a specific branch of believers who frequently do not practice Orthodoxy properly, inventing, instead, their own quasi-Orthodox rituals. The volume shows that the ROC is not responsible for such religious politicization and that the community of the political Orthodox is rather guided by religiously oriented lay intellectuals. The book provides a brief analysis of this intellectual community. Finally, the volume demonstrates that, even in the absence of significant electoral achievements, some religio-political Orthodox movements—namely; fundamentalists and nationalists—have been able to gain public support at the grassroots level. They have been able to infiltrate larger and more moderate political organizations thus contributing to a general “Orthodoxization” of Russian political discourse.

Anti-Semitism was a major feature of both late Tsarist and Stalinist as well as neo-Stalinist Russian politics. What does this legacy entail for the emergence of post-Soviet politics? What are the sources, ideologies, permutations, and expressions of anti-Semitism in recent Russian political life? Who are the main protagonists and what is their impact on society? This book shows that anti-Semitism is alive and well in contemporary Russia, in general, and in her political life, in particular. The study focuses on anti-Semitism in political groups, mass media and religious organizations from the break-up of the Soviet Union until shortly before the elections to the fourth post-Soviet State Duma which saw the entry of a major new nationalist grouping, Rodina (Motherland), into the Russian parliament. The author analyzes various “justifications” for anti-Semitism, its manifestations and its ups and downs during this period. The book chronicles Russian federal and regional elections, which served as a “reality check” for the ultra-nationalists. Several sections are devoted to the role of anti-Semitism in political associations, including marginal neo-Nazi groups, “mainstream” nationalist parties, and the successor organizations of the Communist Party of the Soviet Union. A special section covers the financial sources for post-Soviet anti-Semitic publications. The author considers anti-Semitism within a wider context of religious and ethnic intolerance in Russian society. Likhachev, as a result, compiles a “Who is Who” of Russian political anti-Semitism. His book will serve as a reliable compendium and obligatory starting point for future research on post-Soviet xenophobia and ultra-nationalist politics.

Until the February 2004 gas crisis when Gazprom cut off all gas flows via Belarus, the issue of Belarus as a gas transit route was not addressed seriously despite this country’s transiting around 20% of Russia’s gas exports to Europe. The gas crisis threatened the reliability of gas supplies to Europe. It demonstrated the necessity of bringing Belarus back into focus, explaining how and why the seemingly amicable Russian-Belarussian relationship had deteriorated to such an extent, and suggesting how the problem might evolve in the future. This book shows that the reliability of the Belarussian gas transit routes is influenced by changes in the intensity of the Russian-Belarussian integration and explores whether Belarus is in a position to manage (or, indeed, survive) within the new, ‘commercial’ framework to which the gas issues had shifted following the failure to establish political union. The book predicts that the mainstay of Belarussian welfare is bound to deteriorate as Russia continues to increase its domestic gas prices at 20% annually as part of its energy strategy and in line with WTO requirements – thus, also making Belarus’s independent stance vis-à-vis Gazprom unsustainable. In order to secure gas prices at the level of, at least, Russian domestic prices, Belarus is likely to return to negotiating a joint venture operating the Belarussian transit network together with Gazprom. Yet, even if such a joint venture were to be formed, it would not eliminate the main reason of the unreliability of gas transit via Belarus – the weakness of the national economy. Therefore, unless Belarus embarks on reforms leading to substantial gas conservation, it will continue to be tempted to resort to unauthorised gas off-takes and non-payments undermining the reliability of transit.

This book analyzes the practice of Russia honoring her legal obligations under the European Convention of Human Rights (ECHR): to secure to everyone within its jurisdiction the rights and freedoms defined in the Convention (Article 1 of the ECHR). The study comes to the conclusion that the impact of the ECHR on the Russian legal system, in terms of its implementation by domestic courts, is unsatisfactory. The jurisprudence of the Supreme Court and Supreme Arbitration Court is an attempt to demonstrate to the Council of Europe that the ECHR is being applied, rather than to implement the ECHR. In contrast, the jurisprudence emerging from decisions of the Russian Federation’s Constitutional Court and district courts indicates a better understanding of the spirit of the ECHR. Still, the rare instances in which domestic courts implemented the ECHR were, more often than not, prompted by applicants’ arguments based on ECHR case-law, rather than by the courts. The book suggests methods of ensuring a more effective implementation of the ECHR’s provisions within Russian national law. It develops recommendations on how to assess the Russian government’s compliance with judgments of the European Court of Human Rights, and how to interpret explanations submitted by Russia to the Secretary General of the Council of Europe on her implementation of the ECHR.

In Ukraine’s presidential election of 2004, the establishment candidate Viktor Yanukovych had the advantage of a solid regional base, access to administrative resources, dominance in the media, Russian spin-doctors, and the support of Moscow. Yet the winner was the pro-Western challenger, Viktor Yushchenko. How did Ukrainian voters break through the barrage of propaganda so as to deliver their ultimate verdict? Was the divide between East and West Ukraine fact or PR fiction? In this volume scholars from two continents examine various aspects of the election that turned into an “Orange Revolution.” Following the editor’s scene-setting chapter which looks at the electoral laws and their consequences in the previous decade’s elections, presidential and parliamentary, the other contributors take up specific features of the 2004 contest. The critical part played by a single independent television broadcaster is one such contribution. Another reviews the coverage of the elections in the Russian press in Moscow, generally favourable to Yanukovych and always looking for parallels between Russia and Ukraine as well as for Russia’s interests. The myths and stereotypes of the campaign are taken up by two other contributors. Clearly, these overshadowed real issues. A fascinating essay exposes the linguistic innovations of the campaign, including the irony and humour unleashed by such incidents as the “egg attack” on Yanukovych. In the final essay, the machine politics, administrative resources, and fraud, which had worked so well in Donets’k are shown to have been less than successful on the national level for reasons of scale and impersonality. This book explains why Russia's "War on Terror" shows little sign of success. It provides first-hand accounts of recent developments in Chechnya, and is supplemented with thematic summaries as well as numerous documents. In the manipulated election of October 2003, the favorite of the Kremlin, Akhmad Kadyrov, was made President of the Chechen Republic only to be killed seven months later in a terrorist attack. While a political settlement is urgently needed and Kadyrov's death is to be regretted, evidence shows that the 2003 "presidential election" bore no relation to a sincere political solution. The President was imposed on Chechnya and had little legitimacy among the Chechen people. The book describes how violence in the Northern Caucasus attributed to gangsters, war lords, Wahhabists, al Qaedists, and to hatred of Russia has been reciprocated by "law enforcement" agencies with "cleansing operations", "disappearances", and targeted assassinations. The reciprocity of violence has maintained the scale of lawlessness, and further diminished the prospects of solution. The book is an invitation to the Russian public and the international community to launch a frank discussion on the situation in the Northern Caucasus in order to find a way out from a bloody crisis that has been lingering on for more than a decade now.

Since 1 January 2007, Moldova has been a direct neighbour of the European Union. Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova. This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country’s relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

Conservatives displayed deep dissatisfaction with the state of affairs in Russia in 1907-1914. A critical attitude toward reality was expressed more strongly by extreme right-wing supporters of the All-Russian Dubrovinist Union of Russian People and less strongly by relatively moderate sympathizers of the All-Russian National Union. Over time, dissatisfaction spread from the right to the left, capturing even representatives of the left flank of Russian conservatism by the beginning of World War I. Their negative mood increased especially after the death of Stolypin, who was accepted as a symbol of conservative reform implemented in a «national spirit». Conservatives of various persuasions, advocates and opponents of reform, came together in a negative evaluation of the current uncertain situation which satisfied neither. An explanation for this must be sought above all in the conservatives’ attitude toward Russian modernization. Although Russian conservatism did not, in principle, reject the need to adapt to new realities, it was extremely difficult for conservatives to accept that variant of socioeconomic and political modernization that was taking place in Russia in practice. The social base of Russian conservatism was patently inadequate for the new trends. According to statistical data about the deputies of the Third and Fourth Duma conservative factions attracted individuals from the dominating ethno-confessional group, who, at the same time due to poverty, low level of education, and connection with stagnating agriculture were deprived of real chances for success in a quickly modernizing Russia. Russian conservatism had become the political expression of the interests of social strata that were losing their influence and were those least adapted to the new conditions. There existed another, «ideological-value» dimension to the conflict between conservatives and the status quo. The ideals of Russian conservatives on the eve of World War I were openly archaic and, in essence, presented themselves as variations of the notorious Uvarov’s triad «orthodoxy, autocracy, nationality». Describing their vision of an optimal political organization, they allotted the central place to autocracy, insisted on the necessity to secure the dominant position for the Russian and Orthodox majority. They argued that agriculture was destined to remain eternally the key branch of national economy. The introduction of representative legislative institutions, rise of economic influence of some national minorities, rapid industrial growth, and serious problems in agriculture directly contradicted the conservatives’ notion of the optimal model for the state’s structure. Political and socio-economic modernization was looked at as at mortal danger to the old regime, or even as the beginning of a Götterdämmerung.
