This book maps out the history of Czechoslovak linguistic and social practices directed at Roma during the communist period. It explains how contemporary Czech society has come to understand the Romani population in terms of inherited social, medical and juridical ideas. Rather than focusing on the Roma people as an object of analysis, the book problematizes assumed notions of “Gypsiness” and “Czechness” in mainstream society by highlighting the role of different socialist discourses in constructing images of Roma as socially deviant and abnormal. By uncovering the lines of continuity in the intersections of ethnic discrimination, social deviance and citizenship from the 1950s to the collapse of communism, this book comes to terms with a variety of questions that have not yet been adequately addressed in the literature: What underlying assumptions informed the socialist regime’s understanding of “Gypsiness;” and how did these conceptions relate to notions of citizenship, equality and normality? How and why did the meaning of the terms “Gypsies” and “Roma” become imbued in popular discourse with ideas of unhealthiness and social deviance? What implications does translating perceived cultural traits and lifestyles of Roma into non-ethnic frames of reference have for understanding racism and ethnic sensibilities in the country today? The work emphasizes historical continuities between contemporary xenophobia and the strategies which the communist regime used to deal with the “Gypsy question.” Focusing on the discrepancies between written laws and policies as well as their implementation, this study exposes the intricate relationships between official beliefs, institutional policies and popular consciousness under the communist regime. For it was these relationships which together created the mechanisms of social control that facilitated discrimination of Czechoslovak Roma under the guise of social welfare.

Since independence in 1991, issues of nation and identity have become highly debated topics in Ukraine. This monograph explores not only how national identity is being (re)constructed by the Ukrainian state, but also the processes by which it is negotiated through society. The central argument of this work is that too much attention, concerning identity in Ukraine, has focused on markers of ethnicity and language. Instead, the author advocates a regional approach, engaging with the issue of how Ukraine’s regional differences affect nation-building processes. Following the tumultuous events of the ‘Orange Revolution’; the view of Ukraine as a country inherently ‘divided’ between ‘East’ and ‘West’ has (re)emerged to become a popular explanation for political events. The study outlines the necessity for academics, policymakers and indeed politicians to veer away from this simplistic ‘West versus East’ divide. The book advocates an analysis of Ukraine’s unique brand of regionalism not in terms of divisions, but in terms of regional differences and diversity. The author deconstructs the concept of ‘Eastern Ukraine’ by focusing on three Ukrainian localities, all adjacent to the Ukrainian-Russian border. The study examines how individuals provide ‘their’ own understanding of the place of their region within the wider processes of nation building across Ukraine. In doing so, the book develops a ‘regional’ approach to the study of identity politics in Ukraine.

Despite socialism's best efforts, ethnic identity remained a salient feature in Central and Eastern Europe. Not only did ethno-nationalism help to bring about the fall of the socialist regimes in this region, but it also characterised much of the post-socialist politics. Nation-Building and Minority Politics examines the issue of minority politics in post-socialist states within this dual structure. In particular, it offers an in-depth analysis of post-restoration politics in Estonia and Latvia, covering four issues. First, it looks at the historical context of the current group relations. Second, the study explores the domestic nature of minority politics in Estonia and Latvia by looking at domestic politics and policies. Third, it examines the role of the Russian Federation as an 'external national homeland' through illustrating developments within Russian foreign policy. Finally, the book analyses the role of three significant European organisations, namely the OSCE, EU and the Council of Europe as agents of 'conditionality'. Overall, this study combines old and new theoretical approaches to nation-building and minority politics to exhibit the changing nature of the relationship between majority, minority, external national homeland, and international organisations in today's Europe.

Gibraltar is a mere 2.5 square miles of British rock at the southern tip of the Iberian peninsula. Yet this microcosm is home to 20,000 Gibraltarians. In the wake of age-old geo-political, social and cultural tensions, a unique language contact situation has emerged. Since the arrival of the British in 1704, Spanish and English have coexisted in the colony: English as the language of the colonial masters, and Spanish/Yanito as that of the local people. Over the last 60 years, however, this diglossic situation has gradually changed, with the Gibraltarians adopting English as their 'mother tongue'. The result has been the institutionalisation of the language and the emergence of a new New English. This empirical study conducts an instrumental analysis of this localised form of English, revealing its nativisation process. The analysis pinpoints the distinctive features of 'Gibraltarian English' and posits that a focussing process is in progress. Implementing a qualitative/quantitative analysis of sociolinguistic data, the author also explores the mechanisms behind the speech community's language usage, attitudes and ideology. Over time Gibraltarians' changing conceptions about English and Spanish have reflected their perceived identity of themselves as British and/or Gibraltarians. This book reveals Gibraltar as speech community in search of an identity. It is a people aware of its multicultural heritage, determined in its continued rejection of Spanish claims on sovereignty, and increasingly ambivalent toward its colonial past.

Anti-Semitism was a major feature of both late Tsarist and Stalinist as well as neo-Stalinist Russian politics. What does this legacy entail for the emergence of post-Soviet politics? What are the sources, ideologies, permutations, and expressions of anti-Semitism in recent Russian political life? Who are the main protagonists and what is their impact on society? This book shows that anti-Semitism is alive and well in contemporary Russia, in general, and in her political life, in particular. The study focuses on anti-Semitism in political groups, mass media and religious organizations from the break-up of the Soviet Union until shortly before the elections to the fourth post-Soviet State Duma which saw the entry of a major new nationalist grouping, Rodina (Motherland), into the Russian parliament. The author analyzes various “justifications” for anti-Semitism, its manifestations and its ups and downs during this period. The book chronicles Russian federal and regional elections, which served as a “reality check” for the ultra-nationalists. Several sections are devoted to the role of anti-Semitism in political associations, including marginal neo-Nazi groups, “mainstream” nationalist parties, and the successor organizations of the Communist Party of the Soviet Union. A special section covers the financial sources for post-Soviet anti-Semitic publications. The author considers anti-Semitism within a wider context of religious and ethnic intolerance in Russian society. Likhachev, as a result, compiles a “Who is Who” of Russian political anti-Semitism. His book will serve as a reliable compendium and obligatory starting point for future research on post-Soviet xenophobia and ultra-nationalist politics.

This book is an attempt to highlight the meaning of think-tanks and public intellectuals in the world of politics. Think-tanks have been acting as political agents for the last three decades mostly in the background. However, the importance of these think-tanks in the world of politics, especially in disseminating ideas and developing governmental projects, has been rarely discussed. How are these institutions embedded in socio-political projects of our governments? What is the role of the single public intellectual who works for the think-tank? Do they influence or even set governmental agendas on certain issues? Further, to what degree do they influence public opinion? The author demonstrates the central role of two think-tanks in Great Britain–Demos and the Institute of Public Policy Research (IPPR)–and their respective public intellectuals in helping define a project for the New Left and the Labour Party in the early 90s. He further demonstrates in depth how both think-tanks became part of Tony Blair’s ambitions for a ‘project’ after his succession to power in ’97; how both repositioned themselves politically along the way, and how both have been playing into the minutiae of politics since then. In-depth research including 29 interviews with think-tankers and political advisers makes this book a lively insight into the world of think-tanks and the ‘battle of ideas’ in Great Britain after the Cold War. Blank goes back all the way to the analyses of Thatcherism in the Marxism Today circle and the debates of the British Left around alternative projects from New Times to a British Third Way.

Returning to the chiaroscuro terrain of respective nineteenth-century Revivalist movements, she projects their volatile energies onto contemporary struggles of the two cultures to represent their occluded, traumatic pasts and ever-evasive presents. In five linked essays, Romanets explores, in their sociocultural contexts, the works of Kostenko, Ní Dhomhnaill, Zabuzhko, Pokalchuk, Vynnychuk, Poderviansky, Longley, Heaney, Murphy, Carson, Montague, Banville, and Izdryk. She examines the ways these authors evoke the significatory powers of their traditions to forge imaginary ones; interrogate the boundaries and slippages among personal, national, social, gendered, and historical disjunctions; and make every history open to revision and contestation. Drawing on postcolonial, intertextual, representation, and gender theories, Anamorphosic Texts reveals the mechanisms of conversion whereby Ukrainian and Irish writers, by engaging in epistemic dialogues with their own traditions, colonial discourses, and multicultural influxes, devise political strategies of empowerment and enunciation.
