In the changing perspective in the world with speed of change, speed of inventions and speed of knowledge and speed of threat on living education got to change to prepare the next generation to face these new challenges. The climatic change, depletion of resources, growing energy crisis, threat of terrorism, rapid of growth of population and the changing structure of population are new challenges the young generation would face. The world in year 2050 would not be a different place to live. Unless and otherwise education policy is framed to address the 'gloom and doom' side of world by 2050, the next generation would face a serious threat of existence. The positive futurists show that technology and science will not allow the world to laps its primitive past once again. It is clear that science and technology is the only answer to human survival. Therefore, it is important that education policy makers taking a fresh look at the policy challenges for the future. This paper makes an analysis based on the published and documented evidence what policy framework would be required in the developing countries in view of the emerging challenges to ensure a survival of the generations to come.

However, more recent developments such as the passing of the Deal, withdrawal of Left support and the vote of confidence in the Lok Sabha are not included. On April 8th 2008 The Hindu published an article titled ¿Potential consequences of a regional nuclear conflict¿ in which the author convincingly illustrates the dangers a nuclear- armed South Asia presents.1 The fact that both India and Pakistan, but of course also China, possess nuclear weapons has been an alarming reality since 1998. The relative progress that has been achieved in India- Pakistan relations should not lead one to forget that two conflicts in 1999 and 2001 could easily have escalated into a nuclear confrontation. India had embarked upon a civilian nuclear program right after her independence but the ¿weapon option¿ has always been present. Indiäs nuclear policy has been an evolutionary, sometimes painful process equally shaped by domestic and international factors. This paper attempts to analyse some of these factors and argues that the development of nuclear weapons was a logical, albeit not planned, consequence of them. It is interesting that even those in India fiercely opposed to nuclear weapons subconsciously seemed to have realised that Indiäs nuclear program could not be limited to civilian application forever. A constant in Indiäs nuclear policy is the strong wish to become and remain as independent as possible. For this independent nuclear policy India had to pay a high price. Isolated from international nuclear cooperation, confronted with sharp criticism and even sanctions, India had to rely on herself. While Indiäs success has been a great source of national pride Indiäs isolation in nuclear issues also contributed to a lack of strategic planning regarding Indiäs place in both the region and the world, and the role the nuclear weapons should or should not play in this. The (possible) India- US nuclear deal has provoked an intense debate among Indian actors that creates the chance that India will finally come to terms with its nuclear potential as she prepares for assuming the status of a world power.

The missing of this resistance was one of the most puzzling experiences of the last ten years. Supplementing Rob Jenkins¿ popular thesis that India is going through a "reform by stealth" (Jenkins 1999) led by witty politicians, perfectly able to play the tunes of these various institutions, this article will provide a neo-institutionalist position with emphasize on the impact of the IMF¿s structural adjustments programme on the federal and local level, which led to a change in the formal as well as in the informal institutions themselves. There are four points in Jenkins¿ approach open to criticism and able to undermine the achievements of his research: a) the reductionist and static understanding of institutions b) the neglect of international entrepreneurs and structure influencing institutional policy c) the neglect of specific Indian "realities", forcing institutions to adapt in the face of liberalization d) the overemphasizing on the relevance of informal institutions and corruption as a means to achieve desired political outcomes. The thesis provided in this essay will be that the observed shift towards an increased directive ability of the central government is only a short-term phenomenon masking a steadily accelerating devolution of power that capacitates state- and local authorities to autonomously negotiate their self-interest in a globalized world over the long run. This process not only leads to an obvious need to redesign fiscal federalism, but will also call for an abolition of several centre-favouring precautions of Indian federalism.

A study done by Sachs and Warner (1995), using a sample of 135 countries, has shown that there is a positive correlation between openness and growth, e.g. that trade liberalisation fosters economic performance. The assumptions and country categorisations of this study have been criticised by Rodriguez and Rodrik (2000); they concluded that low tariff rates do not necessarily imply higher growth rates but that tariff protection exceeding a certain level stifles growth. Dollar and Kray (cited in Santos-Paulino and Thirlwall, 2004) compared different sets of countries with each other and found out that changes in growth rates are positively correlated with the share of trade and thus greater openness has accelerated economic growth. This essay compares the foreign trade policy of Mexico and Costa Rica. Even though both countries pursued the same policies, some differences can be found. Both implemented a strategy of import-substituting industrialisation until the serious crisis at the beginning of the 1980s, followed by a period of extensive trade liberalisation. This was due to pressure put on by the international institutions such as IMF or World Bank. While Mexico opened up its market, Costa Rica went further and lowered the import barriers. They put a strong emphasis on attracting foreign direct investment. With an average annual growth rate of 4.78 percent in Costa Rica and 4.43 percent in Mexico over the last four decades both countries achieved a strong economic growth exceeding the average of all other Latin American countries. However a positive interrelation between openness and growth could not be found in this study. This essay is structured in four main parts. Section II of this paper deals with the fundamental comparability of Mexico and Costa Rica. Section III portrays the foreign trade policies of both countries and illustrates the main similarities and differences. The development of growth is outlined in Section IV. Section V concludes the paper.

In such two-sided markets buyers and sellers first trade with the intermediary/ies so as to gain access to the functionalities of a platform and then trade with each other under oligopolistic conditions. In chapter 1 of this paper an attempt has been made to describe finer nuances of two-sided markets. Thereafter I proceed to discuss the various dynamics of two-sided markets in chapter 2. Two-sided firms differ from traditional industries and they follow totally different business economics. Marginal cost does not help them in deciding optimal price. Pricing policies and other business strategies must be formulated in such a way that it should ensure active interaction of both groups. Pricing strategy should get both sides on board and should also solve chicken-and-egg problem. Chapter 3 describes the pricing policy adopted by two-sided markets. Chapter 4 deals with relevance of two-sided markets for competition policy. Competition Authorities do not need different set of rules to regulate these industries. However Competition Authorities must consider various economic principles that influence pricing and investment decisions in two-sided markets. Chapter 5 concludes with various observations and suggestions.

On the basis of a grounded theory approach, there have been twelve interviews with mentors and corresponding mentees. The interviewed mentors have all been graduates of a mentoring training, supported by the University of Teacher Education in Central Switzerland. The novice teachers (mentees) have been engaged on an ordinary yearly contract and came from different faculties. The author identified three main variables on which findings have been categorized: Individual issues, relationship issues and style and approach issues. Hereby, the criteria trust and trust-building emerged as the vital aspects in the relationship. Generally it includes a certain openness and self disclosure from both parts. Openness allows the exchange of wishes and expectations which is essential to prevent unwanted surprises. Relationships were reported to be successful when Mentees were open for critique and when they were willing to learn. While assessing and advising at the same time is usually seen as a hindering factor, the study gives evidence, that it needn't be deteriorating a relationship. Having a common subject of specialisation might be a success factor in the beginning of the relationship but as the relationship proceeds, general or personal aspects are more important. Age difference seems to be a helpful to function within the given role. Concerning different approaches to mentoring, the "king's road to success" could not be found. Recently, however, consultants and international investors have started pressuring business houses to reduce diversification. Focusing on India's most diversified conglomerate and a benchmark portfolio of unaffiliated Indian firms, this study examines the impact of Tata Group affiliation on firm performance. Results show a significant positive relation between group membership and performance, both in terms of Tobin's q and ROA. Differentiating between different degrees of group affiliation (DOA), the analysis further reveals that the higher the influence from the centre, the higher the positive impact on firm performance. From all analyzed DOA factors, the inclusion of senior group level executives or Tata family members in the management of affiliates seems to boost affiliates' performance the most. A possible interpretation of this finding is that direct managerial involvement from the centre increases firms' access to group level resources. Furthermore, group level executives are matured professionals and leaders, who bring in valuable business knowledge, thereby increasing the long-term prospects of the affiliate and evoking trust among investors. Overall, the findings of this paper suggest that even in a more liberal and globalized India, the conglomerate structure can still be financially beneficial and is far from outdated. The Tata Group is one such positive example.

Three main determinants were identified during more than 30 years of research: 1. The size of the block 2. The legal and regulatory environment 3. The type of blockholder This work uses the acquisition of voting blocks by different types of acquirers (point 3) to determine how the shareholder structure in Germany (point 2) influences the valuation of a firm. It is demonstrated that the heterogeneity between block acquirers has to be taken into account, i.e. the size of a block (acquisition) itself (point 1) is not a distinctive enough instrument to determine valuation aspects. The main results are that a block acquisition by banks in Germany results in a negative value effect. A cumulated abnormal return (CAR) of -2.7% in the event-period [-20,20] is the (average) consequence of a block-acquisition by a bank. A strong and highly significant result is the positive valuation effect when hedge funds acquire blocks in their targets. Average cumulated abnormal return is 5% in the period [-20,-1]. Corporations as block-acquirer cause also positive CAR¿s (1%). No significant effects are found following the announcement by mutual funds, insurances and individual investors. The work proceeds as follows: In chapter 2 the literature on general corporate governance and especially the literature concerned with the relation between shareholder structure and valuation is reviewed. The data for this study and its legal sources is described in chapter 3 and chapter 4 gives a short descriptive statistic. The main chapter, chapter 5, starts with an explanation why the event-study methodology is especially eligible to answer the question of how blockholding influences valuation. Then the used methodology is described and the results of the empirical work presented. These are put in the context of the respective literature and research. Chapter 6 is a short summary of the most important findings and concludes the work.

They are standing all over Germany and are sharply criticised as well as cheeringly advocated. At present, the discourse of the use of wind energy concentrates on building numerous and large offshore wind farms. In this paper, I will investigate how ¿democratic¿ is the policy and decision-making process concerning wind energy in Germany. This case study aims to demonstrate the current limits of democracy and suggest how ¿more democratic¿ practices could be implemented. In order criticise the policy, it is necessary to describe the political context in advance. The lead off will be made by some historic and technical aspects of this technology. Historic roots and technical aspects Humans have been using the energy of the wind for centuries. For example, there were over 200 000 windmills all over Europe in the 18t h century. However, the purpose of these windmills was grinding grain and squeezing seeds. The first installation to generate electricity was built by the inventor Charles F. Brush from Cleveland, Ohio in 1888. Apart from some deplorable attempts of the Nazis, wind power in Germany came (back) on the agenda with the oil crisis of 1973. In order to defy the price dictated by the sheiks, there was a lot of research concerning alternative energies. However, the effects are not worth mentioning. Nowadays, there are about 16000 windmills on land in Germany in order to produce electricity. Although this alternative form of electricity production seems ecologically friendly, there are wide spread protests against these highly subsidised monsters. The main arguments are the mutilation of the landscape, insomnia due to the monotonous hum and the disco effect (red lights flashing in the night), the price decline of neighbouring properties, and the considerable number of dead birds.

However in reality often the non-exciting developments were those which changed life on Earth most significantly. Many developments for space travel and the usage of outer space made and still make our civilisation totally dependent on outer space activities. This includes the development of satellites for communication, television, Earth observation, weather forecasting and navigation to name just a few. All this happened widely unnoticed by the broad public. What is even more overlooked by the public but changed life at least as significantly are ¿spin off technologies¿ with the Personal Computer being the most prominent one. Despite the huge growth during the 1990s, only a few studies on the future potential of the space market were conducted on a comprehensive basis. This thesis therefore draws a complete overview of all aspects and sectors of the space market and analyses its future potential as well as the potential of possible future applications. Additionally the legal and institutional framework of outer space activities and its implications on business activities, institutional space ventures, military space applications, and commercial companies is discussed in this work. The results show that outer space is a market with a huge potential, not only due to the growth potential in already existing applications like navigation and communication, but also due to a large potential in emerging applications like spacetourism and in future applications like mining on the moon. In addition not only commercial applications are growing but also military and governmental spending for space ventures is on the rise due to increasing commitment of emerging countries like India and China, and the drive of industrialised nations to keep their leading position. Based on the extensive analysis the thesis suggests that the outer space sector as a whole is emerging and will become increasingly important in the future.
