A study done by Sachs and Warner (1995), using a sample of 135 countries, has shown that there is a positive correlation between openness and growth, e.g. that trade liberalisation fosters economic performance. The assumptions and country categorisations of this study have been criticised by Rodriguez and Rodrik (2000); they concluded that low tariff rates do not necessarily imply higher growth rates but that tariff protection exceeding a certain level stifles growth. Dollar and Kray (cited in Santos-Paulino and Thirlwall, 2004) compared different sets of countries with each other and found out that changes in growth rates are positively correlated with the share of trade and thus greater openness has accelerated economic growth. This essay compares the foreign trade policy of Mexico and Costa Rica. Even though both countries pursued the same policies, some differences can be found. Both implemented a strategy of import-substituting industrialisation until the serious crisis at the beginning of the 1980s, followed by a period of extensive trade liberalisation. This was due to pressure put on by the international institutions such as IMF or World Bank. While Mexico opened up its market, Costa Rica went further and lowered the import barriers. They put a strong emphasis on attracting foreign direct investment. With an average annual growth rate of 4.78 percent in Costa Rica and 4.43 percent in Mexico over the last four decades both countries achieved a strong economic growth exceeding the average of all other Latin American countries. However a positive interrelation between openness and growth could not be found in this study. This essay is structured in four main parts. Section II of this paper deals with the fundamental comparability of Mexico and Costa Rica. Section III portrays the foreign trade policies of both countries and illustrates the main similarities and differences. The development of growth is outlined in Section IV. Section V concludes the paper.

Hence, the EU was characterized with the Capability-Expectations Gap (CEP), stating that the international environment and the EU itself expect higher outcomes than it is actually capable of delivering. Consequently, the incidents within mainland Europe were accompanied by continuous efforts to improve their Common Foreign and Security Policy (CFSP). During the course of this paper I would like bring into view an objective assessment, in the application of the European Union¿s collective approach to regional and international security, and the outreach of its common foreign policy objectives. This book looks into areas in which the relationship between environmental policy and trade policy at the international level is unresolved and subject to debates and negotiations. Most controversial is the treatment of standards on processes and production methods (PPMs) when a product is traded. Should the way a product is manufactured or the resources being exploited in this process be considered when allowing market access - although the product itself does not exhibit these information? According to the principles and rules of the World Trade Organization the answer is "yes". Exemptions, yet possible, are not clearly defined and need case-by-case legal judgements in order to become more applicable. This book argues that international environmental agreements deliver the necessary background for environmentally motivated trade measures but still lack the legal power to be considered ex ante. The only viable policy instrument that helps to make the hidden environmental effects of traded goods more transparent are labels and certificates. Thus, the book focuses on three aspects: First, how do the multilateral environmental agreements which explicitly include trade measures relate to WTO rules? Second, could the integration of negotiations in the two policy fields induce a more efficient outcome with respect to trade rules and to environmental protection? And third, could ecological labels deliver a solution to potential trade rule conflicts inherent to different national treatment of so-called like products which differ in their production processes?

However, more recent developments such as the passing of the Deal, withdrawal of Left support and the vote of confidence in the Lok Sabha are not included. On April 8th 2008 The Hindu published an article titled ¿Potential consequences of a regional nuclear conflict¿ in which the author convincingly illustrates the dangers a nuclear- armed South Asia presents.1 The fact that both India and Pakistan, but of course also China, possess nuclear weapons has been an alarming reality since 1998. The relative progress that has been achieved in India- Pakistan relations should not lead one to forget that two conflicts in 1999 and 2001 could easily have escalated into a nuclear confrontation. India had embarked upon a civilian nuclear program right after her independence but the ¿weapon option¿ has always been present. Indiäs nuclear policy has been an evolutionary, sometimes painful process equally shaped by domestic and international factors. This paper attempts to analyse some of these factors and argues that the development of nuclear weapons was a logical, albeit not planned, consequence of them. It is interesting that even those in India fiercely opposed to nuclear weapons subconsciously seemed to have realised that Indiäs nuclear program could not be limited to civilian application forever. A constant in Indiäs nuclear policy is the strong wish to become and remain as independent as possible. For this independent nuclear policy India had to pay a high price. Isolated from international nuclear cooperation, confronted with sharp criticism and even sanctions, India had to rely on herself. While Indiäs success has been a great source of national pride Indiäs isolation in nuclear issues also contributed to a lack of strategic planning regarding Indiäs place in both the region and the world, and the role the nuclear weapons should or should not play in this. The (possible) India- US nuclear deal has provoked an intense debate among Indian actors that creates the chance that India will finally come to terms with its nuclear potential as she prepares for assuming the status of a world power.

Kennedy Institut), course: Rise to Power: US Foreign Policy in the 20th Century, language: English, abstract: No area seems to be of more importance in the field of foreign policy and diplomatic history today than the so called Middle East. The continuing clashes between Israeli forces and Palestinian suicide bombers, the difficult challenge of stabilizing a newly elected government in Iraq and the growing tension between Iran and the international community concerning the issue of nuclear power are just a few examples which illustrate the urgency to look at origins of these conflicts. As an example for this essay, I have chosen the case of Iran. I will focus on the very beginning of the involvement of the United States in the Middle East, and I will demonstrate what kind of issues and perceptions played an essential role in the determination of U.S. policy towards Iran. Although I do not attempt to find causes for the current situation, some of the factors I will identify in this essay might also serve as an explanation for the current conflict with Iran. Yet, this is not my primary intention and further research and empirical data will be required to investigate connections to the contemporary situation with Iran. However, I will argue that the way US policymakers viewed their Iranian counterparts did not change fundamentally for many decades at least regarding the country of Iran if not more countries in the Middle East. I downplay this aspect because a lot more research is needed to support this argument and it would extend beyond the scope of this essay. Mostly the dealings with Iran and its premier Muhammad Musaddiq in the early 1950s at the time of the Anglo-Iranian oil crises will be of relevance. The essence of my argument is that even though strategic thinking and the fear of a communist takeover of Iran played a role in negotiating with Iran, the reason why Musaddiq was toppled by the CIA and the British MI-6 was because Western diplomats had a so called ¿orientalist¿ mindset and perceived him as too weak and irrational as to fight off Soviet attacks and propaganda which could have led to an eventual takeover of Iran by Soviet forces. In order to pre-empt that, the United States and Britain collaborated to bring down Musaddiq and install a shah regime that would, on the one hand be more favourable to Western oil interests, and on the other hand more resistant regarding possible Soviet invasion efforts.

The missing of this resistance was one of the most puzzling experiences of the last ten years. Supplementing Rob Jenkins¿ popular thesis that India is going through a "reform by stealth" (Jenkins 1999) led by witty politicians, perfectly able to play the tunes of these various institutions, this article will provide a neo-institutionalist position with emphasize on the impact of the IMF¿s structural adjustments programme on the federal and local level, which led to a change in the formal as well as in the informal institutions themselves. There are four points in Jenkins¿ approach open to criticism and able to undermine the achievements of his research: a) the reductionist and static understanding of institutions b) the neglect of international entrepreneurs and structure influencing institutional policy c) the neglect of specific Indian "realities", forcing institutions to adapt in the face of liberalization d) the overemphasizing on the relevance of informal institutions and corruption as a means to achieve desired political outcomes. The thesis provided in this essay will be that the observed shift towards an increased directive ability of the central government is only a short-term phenomenon masking a steadily accelerating devolution of power that capacitates state- and local authorities to autonomously negotiate their self-interest in a globalized world over the long run. This process not only leads to an obvious need to redesign fiscal federalism, but will also call for an abolition of several centre-favouring precautions of Indian federalism.

Volatile prices arise from supply and demand that are both highly inelastic in the short run, with the result that even small shocks can have large effects on price. But especially within the last few years, the oil price has continuously increased sharply ¿ and to some extent unexpected. This recent sharp increase in the oil price prompts several questions: Why have oil prices risen? What is the impact on the global economy and on individual countries? How do oil importing countries cope with the higher prices? What are appropriate policy responses to stabilise the economy in face of high oil prices? And last but not least, what role does the Organisation of Petroleum Exporting Countries really play? To begin with, there is no doubt that the recent increase in oil price is mainly demand driven, combined with historically low excess capacity and heightened concerns about supply disruptions. In such two-sided markets buyers and sellers first trade with the intermediary/ies so as to gain access to the functionalities of a platform and then trade with each other under oligopolistic conditions. In chapter 1 of this paper an attempt has been made to describe finer nuances of two-sided markets. Thereafter I proceed to discuss the various dynamics of two-sided markets in chapter 2. Two-sided firms differ from traditional industries and they follow totally different business economics. Marginal cost does not help them in deciding optimal price. Pricing policies and other business strategies must be formulated in such a way that it should ensure active interaction of both groups. Pricing strategy should get both sides on board and should also solve chicken-and-egg problem. Chapter 3 describes the pricing policy adopted by two-sided markets. There is a long tradition of think tanks in Britain. Informal groups and individuals were offering political advice since the eighteenth century, maybe earlier.2 In this essay I try to examine some of the major British think tanks that focus on the European Union and their politics concerning the EU. Where possible, I will give evidence on how they actually influenced British policy making in terms of the EU. I will examine the possibilities of how think tanks can influence governments and public opinion and I will summarize some of the criticism on think tanks in general. [...]

The People¿s Republic of China (PRC) has shown tremendous Gross Domestic Product (GDP) growth in absolute and per capita terms of 9.3% and 8.0% per annum, respectively, over the last 25 years since market oriented reforms were started in 1978. Its GDP per capita has quadrupled over this period reaching around 1,000 US$ in 2003. The market oriented reforms in China can be divided into two stages, dubbed ¿reforming the system¿ from for the first 15 years and ¿replacing the system¿ from 1993 onwards. In the second stage a significant determinant of Chinäs success has been its policy of opening up the economy and attracting foreign direct investment (FDI). FDI grew with a compound annual growth rate (CAGR) of 26.7%, and the growth rates in the 90s have even been more staggering with FDI reaching about 50 billion US$ in 2002. This FDI growth went hand in hand with growing imports and exports, reaching over 300 billion US$ in 2003 with a CAGR of 14.7% and 15.6%, respectively. This paper aims at answering the question stated in the opening paragraph by analyzing the specific market oriented reforms which have taken place in the two stages of the Chinese reform process. The paper argues that China definitely has made enough reforms to justify the significant FDI which has been flowing into the country. However, there clearly is a need for more reforms as China becomes more and more interconnected in a globalized world economy, especially with joining the World Trade Organization (WTO) in 2001. Those reforms necessary to continue the Chinese success story will be addressed by analyzing reforms needed in the areas of the financial system, the rule of law, market liberalization and the governmental bureaucracy. The whole analysis will be guided by the analytical concepts of AHRENS 2002 as well as the institutional analysis in QUIAN 1999.

No.¿ ¿[¿]¿ This thesis occupies on location decisions for Foreign Direct Investment and its particular impact on regional structures. Against the background of the entertainment industry and regarding the specific case of Euro Disney, expectations and reasons for locating an economic activity as well as the examination of the effect for the region are pointed out. In particular, the focus goes to the analysis of the location decision made by The Walt Disney Company and its impact on regional infrastructures. Aim is to show how an individual incentive package and especially the provision of key infrastructure can influence the location decision of potential investors particular in business with high infrastructural awareness. Further, the case of Marne-la-Vallée is an excellent example for an observation how Foreign Direct Investment can help to advance regional development. Especially caused by the specific characteristics of the theme parks and resort business, the focus to the location decision in particular view to the infrastructural development seems to be interesting. Nevertheless, the successful operation of a theme park highly depends on the location and infrastructural network connecting the site in all directions. This thesis may be interesting for regions willing to attract investors and for potential investors as well. Certain businesses such as the theme park and resort one are highly dependent on excellent infrastructural connection, besides all fiscal and financial incentives, infrastructure often is presumed as self-evident. But in reality, the availability of an infrastructural network stays one of the deciding elements for the location decision in favor for one specific region. Even rural regions like Marne-la-Vallée can be attractive for potential investors if the host country provides incentive packages tailored to the investor¿s needs and expectations.
