These reforms helped the country to achieve an immense economic upturn with annual growth rates of almost ten percent and thus made China an ever more important actor on the international stage of politics. The United States strongly support China's economic development by granting it permanent Normal Trade Relations, for example, and investing directly in China's manufacturing sector. But whereas China has been liberalizing its market, using American interests to gain profits, it largely maintains its defensive and rejecting attitude about changing its human rights situation. There are controversial opinions about how the United States should respond towards China human rights situation. In order to make aware of the stagnated situation of the human rights issue in U.S. China policy, this paper explores how the Clinton administration handled human rights in China policy and looks at the role of human rights in the Bush jr. administration's policy towards China.

The acquisition of language is possible since grammar is assumed to be universal. Universal Grammar (UG) defines properties of language itself. CHOMSKY¿S theory of grammar is constrained, first, by universal grammatical principles which determine the broad outline of grammar and are generally true and, second, by grammatical parameters which are language-specific dimensions of a particular language and allow crosslinguistic variation. The first doesn¿t have to be learned since it is part of the innate language faculty; the latter needs to be acquired and is assumed to be linked to individual items in the lexicon (CAPDEVILA I BATET ET AL. 1995, 31). The central task of acquisition is thus the construction of the grammar of the target language, in other words, the setting of parameters, which is also referred to as grammatical learning (versus lexical learning). One of the parameters that needs to be set is the construction of negation. In this paper, I look at the nature and operation of negation (part I) and how children and adults acquire it during their first and second language acquisition process of different languages (parts II and III). Moreover, underlying principles and mechanisms of L1 and L2 acquisition will be discussed and compared. I want to investigate the way in which the principles and parameters of UG (do not) operate over time as the individual¿s grammar gradually develops and find out if the children¿s and adults¿ grammars conform to these. An individual acquiring L1 has to access the innate grammatical principals of UG in the initial state and learn the language-specific grammatical parameters. L1 acquisition is rapid, uniform and almost error-free. How the acquisition of negation for an L1-learner develops will be presented in the second part. L2-learners have already learned an L1 and are expected to be competent users of the specific grammar of their first language. They learn a second language, i.e. determine a new setting for relevant grammatical parameters in order to arrive at a linguistic system of the target L2. Their acquisition is characterized by great variability crosslinguistically and across individual learners (MEISEL 1997, 227). Part 3 looks at 2LA of negation and wants to describe whether 1LA and 2LA share similarities and if UG plays a role in 2LA.

Diese Äusserungen zielen alle auf eine Reizverarmung der Umwelt dieser Kinder, auf eine Überbetonung des Leistungsgedankens, auf eine Unterdrückung durch z.B. Trainer, Eltern, Funktionäre und auf die Herausbildung von fremdbestimmten Menschen durch das Umfeld des Kindes (z.B. Trainer, Trainingsalltag, Trainingsmethoden, ...) ab. Im Gegenzug sprechen die Befürworter des Kinderhochleistungssport davon, dass dem Kind neue Möglichkeiten aufgezeigt werden, sich selbst zu erkunden, ihrem Bewegungsdrang nachzukommen, soziale Kontakte (vor allem in Mannschaftssportarten) zu knüpfen, positive (z.B. What is more, trade unions have a high social legitimacy in Europe compared to the USA. Nevertheless, due to different cultural and institutional perspectives of the individual European countries it is difficult to define a common HRM model within Europe. Hence, the discussion of various regional clusters arose in recent years. Although some European countries move towards directional convergence (whether countries share the same trend), final convergence (whether countries are becoming more alike) is still far from being realized. Consequently, it should be assumed that neither American HR practices will significantly influence European HRM nor that Europe will lead towards convergence of a common model in the future. Countries will continue to be different in their HR practices due to their unique cultural and institutional frameworks.

Actually, the idea of "the inherent dignity and of the equal and inalienable rights of all members of the human family" as laid down in the Universal Declaration of Human Rights of the United Nations is said to have its historic origins in ancient Greek philosophy and Roman law. The first official declarations of human rights, starting with the English Bill of Rights of 1688, all stand in this tradition. Hence, it is not far-fetched when Europeans see themselves as defenders of human rights principles on the international scene. Especially the European Union¿s self-perception has moved in this direction. With the end of the Cold War, the right time seems to have come for politics that increasingly take into account, defend and even fight for such values: the war of the North Atlantic Treaty Organisation with Yugoslavia is only one example of this tendency. But it is a good example, because the "humanitarian catastrophe" that was triggered by Western air-strikes also highlights the fact that the "new Europe" is far from being an examplary place where human rights are widely respected. The essay examines in a critical way the extent to which politics in the pre-9/11 "new Europe" were actually characterised by human rights principles. The foundations of these principles in the "old Europe" will be considered, as well as the double challenge to politics brought about by the fall of the Berlin wall and how this challenge has been met in the 1990s by political institutions (EU's internal and external human rights policies, NATO). The essay concludes with a discussion of the universality claim of human rights in an Western-dominated and internationalised world. Over the course of centuries, Russian tsars continuously borrowed ideas and concepts from their Western neighbors. St. Petersburg was to mark the way for Russia to become modern by creating an environment that could be maintained only by broader and deeper contact with the West. However, Peter Rietbergen in his essay on ¿Russia between West and East¿ stresses ¿the inherent duality in Russian culture, and in the national character, as half-Asian, half-European¿. This issue is to be discussed and evaluated in the paper. A chronological overview of the main acquisitions of Dutch paintings to the Hermitage in the course of the XVIII century is included in the paper. It is hoped that the paper will add to the understanding of the described epoch of the Russian Empire and will expose the role it played in defining its path of historical development. The thesis statement investigated in the paper is as follows: ¿Has the borrowing of cultural values from Western Europe contributed to the Europeanization of Russia in the XVIII century?¿ Under the term ¿cultural values¿ artefacts, objects of art, enlightening ideas and books, as well as progressive reforms, European fashion and lifestyle, etc are implied. This retirement in an enclosed space and last but not least the retirement in oneself paved finally the way for their private gardens, in which they could undisturbed find an access to a better ¿world¿. This essay will deal with these little enclosed garden worlds, these micro-cosmos in a macro-cosmos. This work consists of a searching for their history and the holistically ¿religious¿ backgrounds, which first made enable these small but coevally ¿infinite¿ universes. It get to the bottom of the correlations between time and space, establish relationships between narrow and open, bright and dark, and last but not least inside and outside, which all are parts of an all-containing, super-ordinate ¿Great¿. To show how grammar teaching is understood in the classroom, a summary of the different options in language teaching is given afterwards. The conclusion at the end not only serves as a summary of the paper but also sums up the answers to the questions asked above and shows the problems behind them. Studienarbeit aus dem Jahr 2004 im Fachbereich Führung und Personal - Sonstiges, Note: 1,3, Universität Potsdam, Veranstaltung: Hauptseminar, Sprache: Deutsch, Abstract: ¿Der Umgang mit den Human-Ressourcen im Unternehmen wird in der Praxis in vielfacher Hinsicht thematisiert, beschrieben, in Frage gestellt, neu- und wiedererfunden.¿1 Einigkeit herrscht dabei über die Relevanz von Mitarbeitern für den Unternehmenserfolg, besonders angesichts der Tatsache, dass die Human-Ressourcen in den meisten Unternehmen zum grössten Kostenfaktor avanciert sind.2 Diese Relevanz spiegelt sich auch darin wieder, dass der Faktor Personal die teuerste, sensibelste und am schwierigsten zu gewinnende bzw. zu erhaltende Ressource eines Unternehmens ist.3 Uneinigkeit herrscht darüber, wie man dieser Erkenntnis bei der Gestaltung der Personalprozesse Rechnung tragen soll. Während einige Unternehmen ihre Personalprozesse in dritte Unternehmen verlagern, sehen andere Unternehmen in effizient organisierten Personalprozessen innerhalb des eigenen Unternehmens den Motor für die zukünftige Mitarbeiter- und Unternehmensentwicklung. Ziel dieser Arbeit ist es, Möglichkeiten aufzuzeigen, wie ein Unternehmen seine Personalabteilung und die damit einhergehenden Personalprozesse effizienter gestalten kann. Ich werde mich dabei auf Unternehmen in Deutschland beschränken, die über mehr als 500 Mitarbeiter verfügen. Es ist allerdings zu beachten, dass die Zahl der Mitarbeiter lediglich als Orientierung anzusehen ist, da die aufzuzeigenden Möglichkeiten z.B. auch je nach Branche und Wachstumsmarkt unterschiedlich Anwendung finden können. Kleine und mittlere Unternehmen grenze ich aus dem Grunde aus, da in Betrieben mit weniger als 100 Beschäftigten kaum eine eigenständige Personalfunktion existiert und Stelleninhaber in diesem Bereich oft als Allrounder tätig sein müssen. 4 Ich möchte auch darauf hinweisen, dass die Konzepte für grosse Unternehmen, aus den oben genannten Gründen nicht ohne Anpassungen auf kleine und mittlere Unternehmen anzuwenden sind. Grundlage meiner Arbeit bilden Aufsätze in verschiedenen Fachzeitschriften sowie Ausführungen in ausgewählten Büchern. Im ersten Teil der Arbeit lege ich durch Begriffsbestimmungen und das Aufzeigen von Zusammenhängen die Grundlage für die folgenden Kapitel. Im zweiten Teil zeige ich, welche Möglichkeiten für die Organisation einer Personalabteilung bestehen und wie diese mit einer Personalstrategie in Einklang zu bringen sind. Im letzten Teil gehe ich konkret auf Möglichkeiten zur Steigerung der Wertschöpfung im Unternehmen durch effiziente Personalprozesse ein.

The phenomenon of weak and fragile statehood destabilizes whole regions and makes intra-state conflict to a constant feature with spill-over character in many areas of the world. At the same time do non-state armed actors, from warlords to armed militias to terrorists to private military firms, re-enter the international conflictscene. The globalized character of contemporary organized violence, especially the phenomenon of transnational terrorism, does challenge the international security structure. While symmetric inter-state conflicts are constantly decreasing and less likely to appear, the dominant form of contemporary armed conflict is intra-state and asymmetric by nature. One of the most striking features within contemporary armed violence is the increasingly important role of civilians, as victims but also as perpetrators and participants in hostilities. The fundamental line between soldiers and civilians has long been essential to the law of war, but with the rise of transnational terrorism, warlords and other non-state actors in armed conflict this distinction gets seemingly blurred.

Regarding to Lasher (1999) the term of organisational culture describes the general operating mode and the character of an organisation. Further the organisational culture is often distinguished between the external visible and the hidden section (Lewis, 1998). The culture of an organisation becomes visibly manifested in its lived politics, processes, symbols and behaviours. While the emotions, beliefs and values of organisational members as well as the fundamental basic assumptions respectively the ¿Paradigm¿ in the inner core of an organisation cause the hidden part of an organisational culture (Lewis, 1998). The employees take an outstanding position. They mark and affect the organisational culture and develop it to an organisation with a unique character. In this respect HRM is of substantial importance for the perceived culture. In their ¿Cultural Web¿ concept Johnson, Scholes and Whittington (2005) focused on the extrinsic observable elements of an organisational culture and factored out the abstract and hidden cultural part of emotions, beliefs and values. The ¿Cultural Web¿ represents the organisational assumptions - which are taken for granted and become manifest in the everyday behaviour of the organisational members ¿ in six dimensions of cultural artefacts. Each dimension describes a certain aspect of the operating mode and behaviour in an organisation.
