The papers in this special issue of Schmollers Jahrbuch provide a flavor of the work being carried out by the four hundred research teams registered as users of the German Socio-Economic Panel (SOEP). They were presented at the Fifth International Conference of SOEP Users, held in Berlin on the 5th and 6th of July 2002, and represent several fields of social science as well as many countries. A first set of papers analyzes wage and income inequality and mobility. A new method measuring mobility in different parts of the income distribution is presented in one study, while a second proposes a decomposition technique to investigate changes in wage inequality. A third paper tests hypotheses about the nature of the welfare states by analysing income mobility in three countries: Germany, the Netherlands and the United States. A second set of papers examines transitions to and from unemployment. They analyze determinants of new job-finding and unemployment duration, including the importance of psychological factors. Aspects of wage determinants play a role in several other papers, for example the negative correlation between maternity leave and the mother's subsequent wage. Another issue related to wage analysis the possible bias arising from individuals' not responding to the wage question. An additional group of papers revolves around the theme of changes in labor force or personal status and changes in income, documenting, for example, the fall in real equivalent income experienced by women who become widowed. A final group of papers exploits various features of the SOEP to examine topics like savings behavior, wage subsidy schemes and their effect on employment, and the relation between the time a child's parents spent caring for him or her and the child's success at school. Finally, an interesting paper examines smoking behavior over the life cycle across four countries.

"Westernisation" and the prospect of European integration have been formidable catalysts for social and economic change in Eastern European countries since 1989. Full of promises and expectations but lacking economic means and adequate structures, Romanian enterprises have faced particularly difficult problems. Prompted by employees' self-criticism, this book explores the dynamics of work values in the service sector in Bucharest. Based on long term ethnographic fieldwork, the study analyses the factors determining social and cultural change at the local level, from the impact of Western ideologies and symbolic measures to concrete organisational and economic constraints. Monica Heintz emphasizes the impact of the forced pace of change, which caused social disorder and disrupted individual values. She challenges the notion of a universal ethic of work and argues that what governs relationships between employers, employees and clients in the Romanian context is simply an ethic of human relations. Monica Heintz (PhD 2002 Cambridge) is Lecturer in the Department of Social Anthropology, University of Paris 10- Nanterre and a member of the Laboratoire d'Ethnologie et de Sociologie Comparative, Nanterre. She was previously a Research Fellow of the Max Planck Institute for Social Anthropology in Halle. She has conducted long term fieldwork in Romania and the Republic of Moldova.

Paradoxically the imminent collapse of communism had been predicted frequently by Western observers during the early years of the Bolshevik rule. With the victory of the Second World War those voices were muted and the West accomodated with the existence of an obviously stable, mighty and economically expanding country.1 The breakdown of communism in 1991 had been anticipated by few contemporary scholars, although the majority were aware of the symptoms of a deep crisis. In this essay I will argue that in order to better understand the collapse of communism in the Soviet Union, a central role must be given to the economy and its effects on other areas. Most symptoms of the crisis and the ultimate breakdown of the system can in fact be attributed to the impact of economic failure. Whereas, economic modernization was the motor of success in the early decades, the economy became the weakest link of the Soviet system in the later period as its structural shortcomings deeply effected other areas as well. The first part of this essay is intended to briefly outline the central role the economy played in the development of Soviet socialism. In years prior to the boom of the new economy, underpricing was explained by various theories, which have extensively been developed since decades. However, in the years 1998 to 2001 IPOs were overly underpriced, leading to assumptions about behavioural aspects and investor irrationality. Analysing a comprehensive dataset of 371 IPOs on the Frankfurter Börse between 1997 and 2007, this paper aims at providing evidence that the observed lower levels of initial returns in recent years can indeed be aligned with existing theories on the basis of rational behaviour of market participants. Firstly, the IPO process and its major participants will be presented followed by a review of relevant studies on the IPO phenomenon. In the next step, established underpricing theories are recapitulated. A descriptive analysis of the data sample points out the particularities concerning the company and transaction characteristics of the sample firms. In a last step, a regression analysis relates various proxies for information asymmetry to established underpricing theories. It gives reason to believe that the irrationality at the turn of the century has vanished and that underpricing can again be explained by established theories.

Why do some European welfare states protect unemployed and inadequately employed workers ("outsiders") from economic uncertainty better than others? Philip Rathgeb's study of labor market policy change in three somewhat-similar small states--Austria, Denmark, and Sweden--explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research--trade unions and party politics--that, with few exceptions, have advanced without a mutual exchange. Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments--and thus political parties--to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.

History and Legacy of Industrialization in Europe and Asia, language: English, abstract: The purpose of this paper is the discussion of a recent article presented by Joel Mokyr who offered, according to his own words, a new ¿variant of the European Miracle question¿1. The main thesis of his article The Great Synergy: the European Enlightenment as a factor in Modern Economic growth points to the European Enlightenment as being a crucial factor for attaining and establishing modern, i.e. sustainable economic growth in Europe once the British Industrial Revolution had overcome its humble beginnings at the end of the eighteenth century. Mokyr argues that the stability of economic growth which was reached in Europe after 1825 was to a great extent due to a new attitude towards the relation between technology and progress. This new attitude was the result of a development that had its roots in the European Enlightenment where the foundations for a new understanding of science and technology were laid. The outcome of this development was the unique ¿idea of research¿ that made scientists and craftsmen cooperate, giving way to a very fruitful convergence of science and technology that helped making sustainable economic growth possible. This evolution mingled with the modification of institutional mechanisms which was a result of the Enlightenment, too. These two trends both formed a ¿Great Synergy¿ that finally yielded the ¿European Miracle¿. To prove and strengthen his thesis, Mokyr compares the history of European sciences with those practiced in China coming to see that Chinese sciences were confined to and restricted by the Mandarin rulers, thus a situation similar to pre-enlightened Europe. But his comparisons to the Asian continent are limited to the situation in China. It could therefore be telling to have a look at Indian sciences, especially when discovering that India ¿had a wellestablished scientific and technological tradition of its own long before being subjected to an extended period of European colonial rule¿2. Going deeper into Indian history we will see, that on top of that, before the colonization by the British, ¿traditional knowledge generated large-scale economic productivity for Indians¿3. Departing from these considerations, the present paper will put Mokyr¿s assumption under inspection examining the Indian history of science and technology. The arising problem is thus twofold, implicating questions that are clearly inter-related with each other and which are touching fields both of science and economy. [...]

A smaller number have an inherent sense that it is ¿the right thing to dö and feel committed to it. Fewer still are convinced about the business benefits and have embedded it throughout their organisations" (Bevan et al. 2004:4) To shed light on the hypothesis that most organisations can only have a rhetorical commitment to Corporate Social Responsibility (CSR) and hence to further explore the above citation is the aim of this essay. In order to do so, the analysis is organized in three chapters: Firstly, three different, alternative perspectives on organizations' responsibilities in general are examined, concluding that there is potential divergence on whether social aspects have to be considered as key elements for organizations. Secondly, the essay argues that some perspectives potentially conflict with the steep increase of CSR popularity during the past decades and defines real and rhetoric CSR commitment accordingly. Thirdly, rhetoric CSR as a gap between communication and implementation of CSR is decomposed into fixed and variable (economic cycle dependent) effects. The essay concludes with verifying the initial hypothesis especially for periods of economic downturns and emphasising the importance of further empirical research to better measure and fully grasp the implications of CSR nowadays.

Therefore, subsidiaries are heavily involved in the value creation process for and within multinational corporations (MNCs). However, despite the fact that the measurement of performance is crucial for globally active companies not only in steering the value creation for the MNC but also, for example, in fostering international expansion or guiding resource allocation, MNCs differ significantly in the extent to which they are aware of the performance of their subsidiaries. Due to the fact that strategic decisions regarding the global expansion of a MNC require a wide and clear information basis to be able to assess how successfully a foreign subsidiary has conducted its business or under what possibly unfavourable environmental conditions the business results were achieved, multinational enterprises have to implement a system for evaluating the performance of their foreign subsidiaries and their management. Therefore, this paper aims to analyse the central aspects to consider in the evaluation of the performance of foreign subsidiaries. This paper is divided into five chapters. After a short introduction to the theoretical background of performance evaluation in chapter 2, the paper continues in chapter 3 with the central issues of an effective performance evaluation system for foreign subsidiaries with a clear focus on the aspect of separating managerial and subsidiary performance. Then chapter 4 illustrates the measures used for evaluating foreign subsidiary performance. Finally, the paper concludes by emphasising that an MNC can properly evaluate the performance of it foreign subsidiaries only by considering the specific environmental factors of the foreign country, separating managerial and subsidiary performance, and supplementing financial with nonfinancial measurements.
