Why do some European welfare states protect unemployed and inadequately employed workers ("outsiders") from economic uncertainty better than others? Philip Rathgeb's study of labor market policy change in three somewhat-similar small states--Austria, Denmark, and Sweden--explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research--trade unions and party politics--that, with few exceptions, have advanced without a mutual exchange. Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments--and thus political parties--to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.

Die Europäische Union nimmt sowohl durch sozialpolitische Vorgaben wie z.B. den Regelungen zur Gleichbehandlung der Geschlechter oder Richtlinien zum Arbeitsschutz, als auch über wettbewerbsrechtliche Vorgaben Einfluss auf die nationale Sozialpolitik. Hervorzuheben ist dabei unter anderem das europäische Beihilferecht, welches jegliche staatliche Finanzierungsformen verbietet, also auch die Befreiung von Steuern wie im Fall des Status der Gemeinnützigkeit. Die zunehmende Relevanz europäischer Entscheidungen auf die soziale Daseinsvorsorge wirft die Frage auf, in(wie)fern nationale Interessenorganisationen bzw. die für Europa zuständigen Einheiten mit einer proaktiven EU-Strategie auftreten und welchen (Strategie-)Problemen sie sich dabei gegenübergestellt sehen. In dieser induktiv angelegten, qualitativen Vergleichsstudie der Diakonie Deutschland und des Paritätischen Gesamtverbands, welche zwei der grössten Wohlfahrtsverbände in Deutschland sind, wird dieser Frage auf den Grund gegangen. Die Wohlfahrtsverbände stellen einen besonderen Typus in der deutschen Verbändelandschaft dar. Sie sind nicht nur Vereinigungen von etwa 120.000 Einrichtungen und Diensten, die Sozial- und Gesundheitsdienstleistungen anbieten, und unter deren Dach etwa zwei Millionen Menschen hauptamtlich beschäftigt sind. Sie sind darüber hinaus Impulsgeber für die Weiterentwicklung von Sozial- und Gesundheitspolitik auf allen Ebenen des politisch-administrativen Systems. Dabei vertreten sie zum einen die Belange der ihnen angehörenden Einrichtungen (Bestandsinteressen) und gelten zum anderen als Paradebeispiel für den anwaltschaftlichen Einsatz für „schwache Interessen“; also für Menschen, die ihre Interessen aufgrund mangelnder Organisations- oder Konfliktfähigkeit nicht oder nur erschwert selbst vertreten können. Zudem weisen die Wohlfahrtsverbände eine föderale Verbandsstruktur auf, in der das Verhältnis der Einheiten zueinander durch gemeinsame Werte gefestigt wird, die Verbandseinheiten jedoch rechtlich eigenständig und unabhängig agieren. In der Studie wird basierend auf den Auswertungen von ExpertInneninterviews und durch eine Analyse von Dokumenten sowie von Protokollen nicht-teilnehmender Beobachtung gezeigt, dass sich diese Eigenschaften bei beiden untersuchten Verbänden in unterschiedlichem Ausmass als Treiber und Hindernis für die Aushandlung und Umsetzung von EU-Strategien erweisen. Einerseits werden sowohl die Idealziele als auch die Bestandsinteressen der Verbände von europäischen Vorgaben betroffen und lösen programmpolitische wie auch handlungsstrategische Reaktionen aus. Andererseits erweist sich der europäische Handlungsrahmen mitunter als ein Brennglas auf die bereits im Kontext nationalstaatlicher Aushandlungsprozesse beobachtete Herausforderung, aus den multiplen Interessen innerhalb der Wohlfahrtsverbände eine einheitliche programmpolitische Strategie zu entwickeln.
