This volume XII of the African Development Perspectives Yearbook on AFRICA - COMMODITY DEPENDENCE, RESOURCE CURSE AND EXPORT DIVERSIFICATION presents and analyses policy-oriented papers, development projections, and proposals of how to overcome African countries' dependence on a few primary commodities. From Resource Dependence to Growth The continuous capital accumulation process in East Asian countries between the 1960s and 1990s has gone hand in hand with a spectacular economic growth, an equally impressive poverty reduction and a significant technological catch up. Over the same period, Sub-Saharan Africa has been falling further behind the rest of the world in terms of both technology adoption and per capita income. Parallel to this difference between Asia's economic take-off and Africa's stagnation, an astounding difference could be observed between the dramatic change in the export composition of Asian countries and the constant reliance on the export of raw materials for most African countries. The author attributes this difference to the absorptive capacity. This book examines the mechanisms by which absorptive capacity, as a prerequisite for change in export composition, can explain the transition from the reliance on primary commodity to a diversified export. The growth experiences of Mauritius and Botswana are used for illustration.

This Volume analyses the "NEW GROWTH AND POVERTY ALLEVIATION STRATEGIES FOR AFRICA". Country cases in Africa for the integration of new growth and poverty alleviation policies are presented. Regional aspects of new growth and poverty alleviation strategies are analysed with regard of the case of South Africa. The South Africa of 2007 is a much different country from the South Africa of 1994, the year in which the country held its first democratic election. The country returned to positive per capita growth in the period since 1994. However, large challenges remain - the most glaring being the high levels of poverty and unemployment. Innovative strategies to address these challenges are discussed - incentives for sub-regional economic growth; improving the relationship between growth and employment; enhancing the role of education in the labour market; promoting Broad-Based Black Economic Empowerment; and moving step by step towards a South African welfare state. New researches, initiatives and publications related to the theme are reviewed carefully in this Volume. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIII is Volume XIV on "NEW GROWTH AND POVERTY ALLEVIATION STRATEGIES FOR AFRICA - INSTITUTIONAL AND LOCAL PERSPECTIVES". The study of consumption, including such aspects as social differentiation, communication and the change of needs, has become a major field of study within material culture research. This volume unites a number of contributions with an anthropological approach focusing on the micro level. The holistic perspective of each of the contributions includes the observation of the widest range of local practices with regard to consumer goods. Ethnographic fieldwork shows that consumption in Africa, although related to the acquisition of globally accessible goods, is localized and appropriated. Thus, these consumer goods become part of the local material culture. The contributions of this volume are the outcome of a workshop held at the African Studies Centre at Bayreuth University. Each chapter deals with the social dynamics engendered by new modes of consumption in a specific area. All contributions, reporting from different parts of Africa like Côte d'Ivoire, Zambia, Tanzania, Nigeria, Burkina Faso and Niger, are based on extended ethnographic research. "Westernisation" and the prospect of European integration have been formidable catalysts for social and economic change in Eastern European countries since 1989. Full of promises and expectations but lacking economic means and adequate structures, Romanian enterprises have faced particularly difficult problems. Prompted by employees' self-criticism, this book explores the dynamics of work values in the service sector in Bucharest. Based on long term ethnographic fieldwork, the study analyses the factors determining social and cultural change at the local level, from the impact of Western ideologies and symbolic measures to concrete organisational and economic constraints. Monica Heintz emphasizes the impact of the forced pace of change, which caused social disorder and disrupted individual values. She challenges the notion of a universal ethic of work and argues that what governs relationships between employers, employees and clients in the Romanian context is simply an ethic of human relations. Monica Heintz (PhD 2002 Cambridge) is Lecturer in the Department of Social Anthropology, University of Paris 10- Nanterre and a member of the Laboratoire d'Ethnologie et de Sociologie Comparative, Nanterre. She was previously a Research Fellow of the Max Planck Institute for Social Anthropology in Halle. She has conducted long term fieldwork in Romania and the Republic of Moldova.
