Islam is occupying a significant place on many agendas, from security to economic relations or in numerous cultural theories. Hypotheses such as the clash of civilisations, the need to democratise Islamic countries or the upcoming Enlightenment of the Middle East are being put forward and enjoy an ever increasing attention in policy making strategiess. It is therefore significant to explore the question to which extent "the mosque" - in a more general sense - has an influence on state affairs in a country like Saudi Arabia which, in the opinion of many, excels in religiosity, as compared to a democratic Muslim state like Turkey. This paper takes a brief close-up of the Christian and Islamic heritage regarding the separation of church and state, subsequently analysing the topic in Turkey and Saudi Arabia. In a historical perspective, the question whether and how the mosque has contributed to the foundation of the two states will be answered. The extent to which they resemble an Islamic state will be than shown, investigating also the independence of institutions from the mosque. Finally, it will be seen whether religious beliefs are kept out of public policies motivations, and especially whether public money are used for supporting religious establishments. Essay from the year 2001 in the subject Politics - International Politics - Region: Russia, grade: 1.3 (A), University of Leeds (POLIS), language: English, abstract: The collapse of communist systems in Europe and the break-up of the Soviet Union have opened a completely new field for political, economic and social study: post-communism. Since then, several efforts have been made to explain the quite different outcomes of what has often been regarded as a common starting point. This cannot surprise: the concept of postcommunism itself implies that the similarities between formerly communist countries overweigh their differences, and a comparative study is hoped to uncover the set of theories that could be applicable to at least most of the region, if not beyond that. But has this approach been successful so far? Or do the current results rather suggest that post-communist studies after merely ten years of existence are lacking behind twenty years already, as it has been put provocatively for the political field? Is there a useful way of comparing the experiences of the formerly communist states, or might such an approach be initially a fraud? This essay tries to answer these questions in the following way: first of all, it gives an overview over post-communist experiences, in order to come, secondly, to a characterisation of the phenomenon. Thirdly, the main theoretical approaches on the subject that are based on comparison are discussed. As a conclusion of these comparative studies, the author argues that post-communism can only be generalised as a phenomenon if seen as an experience of, and challenge to, collective identity.

The missing of this resistance was one of the most puzzling experiences of the last ten years. Supplementing Rob Jenkins¿ popular thesis that India is going through a "reform by stealth" (Jenkins 1999) led by witty politicians, perfectly able to play the tunes of these various institutions, this article will provide a neo-institutionalist position with emphasize on the impact of the IMF¿s structural adjustments programme on the federal and local level, which led to a change in the formal as well as in the informal institutions themselves. There are four points in Jenkins¿ approach open to criticism and able to undermine the achievements of his research: a) the reductionist and static understanding of institutions b) the neglect of international entrepreneurs and structure influencing institutional policy c) the neglect of specific Indian "realities", forcing institutions to adapt in the face of liberalization d) the overemphasizing on the relevance of informal institutions and corruption as a means to achieve desired political outcomes. The thesis provided in this essay will be that the observed shift towards an increased directive ability of the central government is only a short-term phenomenon masking a steadily accelerating devolution of power that capacitates state- and local authorities to autonomously negotiate their self-interest in a globalized world over the long run. This process not only leads to an obvious need to redesign fiscal federalism, but will also call for an abolition of several centre-favouring precautions of Indian federalism.

Im Rahmen des ITSMs entstanden eine Reihe von Konzepten, Modellen, Werkzeugen, Zertifizierungen etc. die sich in der Praxis unterschiedlich durchgesetzt haben. Im Rahmen der Arbeit wurde versucht, die Vergangenheit, den aktuellen Zustand, die Reife und die Zukunft des Konstrukts IT-Service Management, nebst signifikanter Frameworks, Zertifizierungen und Werkzeuge etc., vollständig darzustellen, zu messen bzw. zu identifizieren. Dazu wurden Ziele des ITSMs herausgearbeitet und die Elemente des identifizierten State of the Art auf ihren Zielerreichungsgrad kritisch untersucht. Zudem wurde eine Online-Umfrage zu spezifischen Themen rund um das IT-Service Management durchgeführt, deren Ergebnis in die Analyse des Zielerreichungsgrades einfliesst. Aus den gesammelten Erkenntnissen aus Theorie und Praxis wurde ein Lösungsansatz für ein ganzheitliches IT-Service Management entwickelt, um die ITSM-Ziele bestmöglich zu erreichen. Abgerundet wird das Ergebnis der Arbeit durch die Lieferung eines Ausblicks auf die Zukunft der ITSM-Thematik.

Italy: Greece intervening, 03.02.2012)) durch Italien zur Verfügung stehen und bewertet diese danach, inwiefern sie zu einer Lösung des Konflikts beitragen können. Aufgrund des aktuell andauernden völkerrechtlichen Streits zwischen Deutschland und Italien entfaltet die behandelte Thematik besondere Relevanz. Die Arbeit beschäftigt mit der Compliance mit IGH-Urteilen am Beispiel des Falles Deutschland gegen Italien (2012). Seit gut zehn Jahren ist zwischen der Bundesrepublik Deutschland und Italien umstritten, ob die Bundesrepublik für die von Nazi-Deutschland im Zweiten Weltkrieg begangenen Verbrechen an der italienischen Bevölkerung Schadensersatz leisten muss. Im Rahmen dieses Streits liessen italienische Gerichte zivilrechtliche Klagen italienischer Bürger gegen die Bundesrepublik Deutschland zu. Die Klagen rührten jeweils von natürlichen Personen her und waren darauf gerichtet, Entschädigungszahlungen von der Bundesrepublik Deutschland für die im Zweiten Weltkrieg an den Anspruchstellern selbst oder an deren Angehörigen begangenen Kriegsverbrechen zu erhalten. Damit verletzte Italien die gerichtliche Staatenimmunität Deutschlands. Folglich wandte sich Deutschland an den IGH, um diesen Verstoss feststellen zu lassen und Italien zu einer Unterlassung weiterer Völkerrechtsverstösse durch Zulassung zivilrechtlicher Klagen zu verurteilen. Der IGH verurteilte Italien 2012 entsprechend der deutschen Forderung. Die Republik Italien befolgte das Urteil jedoch nicht, sondern liess durch sein Verfassungsgericht feststellen, dass einer Befolgung des IGH-Urteils der änderungsfeste Prinzipienkern der italienischen Verfassung entgegenstehe. Damit setzt sich Italien in Widerspruch zur Umsetzungsverpflichtung gem. Art. 94 UN-Charta.

Das Verfahren dient der Erfassung von Angst als Zustand (State-Angst) und Angst als Eigenschaft (Trait-Angst)unter Berücksichtigung von Situationseinflüssen und verschiedenen intrapsychischen Prozessen. Es eignet sich zum Einsatz im klinischen Bereich sowie in der experimetiellen Angst- und Stressforschung und verfügt über gute psychometrische Eigenschaften. Doch welchen Zweck erfüllt die Einteilung zweier Skalen in Zustands- und Eigenschaftsangst? Welche Idee steckt dahinter und wofür sind die Werte, die sich bei der Auswertung ergeben dienlich? Zur Beantwortung dieser Fragen, wurden diverse wissenschaftliche Arbeiten herangezogen. Zusätzlich wurde ein Überblick über die Zielsetzung des Verfahrens, den Testaufbau eingebettet im theoretischen Kontext sowie den statistischen Kennwerten gegeben. Im Verlauf der vorliegenden Arbeit, kam ich zu folgenden Ergebnissen. Die Unterscheidung zwischen Zustands- und Eigenschaftsangst, führte dazu, dass die Beziehung dieser beiden überprüft werden konnte, was letztlich zu neue Erkenntnisse führte. Zusätzlich erfolgte eine Einteilung in Hoch- und Niedrigängstliche. Diesen Gruppen werden auf der Basis von Forschungsergebnissen bestimmte Bewältigungsmuster zugeschrieben, die es zu verändern gilt, sobald die Angst beeinträchtigend wird. Praktisch für den klinischen Bereich ist auch der Einsatz der Zustandsskala zur Verlaufs- und Therapieerfolg. Besonders für die Forschung hat die Einteilung in Zustands- und Eigenschaftsangst grossen Nutzen gebracht, da möglich wurde die Auswirkungen von Zustands- und Eigenschaftsangst auf bestimmte kognitive Funktionen zu erfassen.

In fact, in early 1989, articles appeared in the International Herald Tribune proposing the German politicians give up the idea of German reunification1. Yet within little more than a year, Germany had acceded to full political union and sovereignty, without allies or neighbours objecting. We will ask ourselves how this seeming contradiction came to happen and what role diplomacy played in making it possible. To do this, we will separate the course of events in two sections, the first one -less formalised- focusing more on the question if reunification would happen, followed by the second -more formalised- focusing on the terms of reunification. In the third part we will face the question what role the shape of consultations, notably the 2+4 (two German states plus four allied powers), played in the successful outcome of German moves towards reunification.

Within a few years the ¿mighty¿ Soviet Union fell back from a major power to a third world economy, dealing with problems like mass poverty and epidemics. In light of these disastrous outcomes the question of what ¿went right¿ during the transition process seems to be even more appropriate then the question of what ¿went wrong¿. However, while it seems to be obvious that the stabilization and liberalization attempts by the Russian government predominantly failed, privatization, the third core facet of transition1 , ¿has been touted as a one of the major successes of the Russian government¿s economic transformation policy. By the beginning of 1996 77.2% of medium-size and large enterprises had been privatised, accounting for 88.3% of total industrial output.¿2 On the one hand, according to the Russian government¿s Western advisers this privatization is the fastest in human history and ¿seems to be one of the few positive fruit of Russian economic policy since 1991¿3. On the other hand, a common point of view is that its implementation led to an unfair distribution of state assets and only benefited a minority of Russian population. This debate is going to be the main focus of this paper. By discussing the general importance of the private sector to a democracy, the aims of privatization, its subsequent reforms, and its results, I intend to assess the contribution of these reforms to the process of Russian democratization.
