Coordination of Spatial Policy The cross-sector and spatial coordination of sectoral policies has long been the subject of disciplinary and interdisciplinary discussion. Such discussion has its roots in the recognition that autonomous sectoral policies and the autonomous actions of political agents alone do not do justice to interdependencies between the sectors. Renewed discussion has been rendered necessary by recent research developments, social change and an increase in incidences where coordination between the various political and bureaucratic levels of the European and German system has been seen to fail. The individual papers are systematically organised to consider three variants of coordination problems, whereby a fundamental distinction is made between vertical and horizontal coordination. It can be seen that despite the distinctiveness of the local individual case studies, it is possible to observe commonalities related to the successful tackling of policy interdependencies. Against this background, cross-sectoral recommendations are formulated. On the one hand, these are concerned with reducing the need for coordination to a minimum by the skilful allocation of tasks within the federal system. On the other hand, they indicate ways in which the remaining coordination still necessary between spatially impacting policies can be undertaken so that greater efficiency is achieved than through an uncoordinated approach.

Spatial development in climate change – challenges for spatial planning Climate change affects the structures, functions and uses of spaces in numerous ways, and thus makes additional demands on spatial planning. This volume describes the significant causal linkages between expected climate change and their spatially relevant consequences. Possible courses of action for spatial planning are derived from this discussion, with a particular focus on societal adaptation and further consideration of synergies and conflicts with climate protection measures. In the first instance, current scientific knowledge of climate change is outlined through explanation of the principal ways in which the climatic system functions and consideration of possible global and regional climate change. This is followed by discussion of the importance and assessment of societal vulnerability and the potential contribution of this concept to adaptation. In this regard the changes in climatic conditions have to be juxtaposed with the societal changes in order to estimate the demand for action. Taking into account climate change and vulnerability, attention then turns to clarifying how the risks and opportunities for society may be determined, and in which fields of action and regions they may emerge in Germany. The spatial significance of these risks, and in some cases opportunities, are also elucidated. Based on the causal linkages, spatial planning instruments for adaptation to climate change are presented. Consideration is given, firstly, to the legal framework and the possible courses of action for climate protection, thus ensuring consistency between adaptation to climate change and climate protection. Discussion then turns to an analysis of the legal provisions and the applicability of the formal and informal spatial planning instruments for use in the context of adaptation to the consequences of climate change. The potentials of strategic regional planning are also included. Finally, drawing on the above, recommendations for spatial research and spatial planning practice are formulated, particularly in terms of the further development of available planning instruments. The spectrum of suggestions ranges from methodological standards and monitoring systems to the extension of assessment tools and the strengthening of strategic planning processes.

Polyzentrale Stadtregionen sind in vielfältiger Weise ein aktuelles Forschungsfeld der Raumwissenschaften. Oft verstanden als Alternative oder Gegenentwurf zur monozentrischen Metropole, meint der Begriff zunächst nicht mehr und nicht weniger als städtische Verflechtungen auf regionaler Massstabsebene. Aus wissenschaftlich-analytischer Perspektive werden solche Verflechtungen aufgedeckt, es werden Regionen abgegrenzt, Metropolfunktionen zugeordnet und nationale und internationale Rankings aufgestellt. Aus planerisch-konzeptioneller Perspektive wird über geeignete Steuerungsformen sowie institutionelle und finanzielle Ausstattung diskutiert. Gründe, weshalb die Region – verstanden als räumliche Ebene unterhalb des Landes und oberhalb der kommunalen Ebene – an Bedeutung gewinnt, gibt es viele. Immer wieder werden jedoch zwei Entwicklungen genannt, die ein verstärktes Handeln auf regionaler Ebene notwendig werden lassen, weil die Probleme auf kommunaler Ebene nicht (mehr) gelöst werden können: die Folgen des demographischen Wandels und des Klimawandels. Aktuelle Diskussionen zu Schrumpfung und Daseinsvorsorge, zu Klimaschutz und Klimaanpassung, zu Energieversorgung und Energiesicherheit und zum Standortwettbewerb um Einwohner, Unternehmen und „kluge Köpfe“ lassen sich unter den beiden zentralen Herausforderungen der Raumplanung zusammenfassen. Lösungsstrategien zur Bewältigung der Probleme werden mehr und mehr auf regionaler Ebene entwickelt, wodurch der Region als planerischem Handlungsraum eine immer stärkere Bedeutung zukommt. Die Tagung des Jungen Forums vom 22. bis 24. Juni 2011 in Dortmund widmete sich der Region als polyzentralem Handlungsraum. In vier Arbeitsgruppen wurden Möglichkeiten und Grenzen der regionalen Problemlösungskompetenz aus unterschiedlichen Perspektiven beleuchtet, um schliesslich übergreifende Schlussfolgerungen für planerisches Handeln auf regionaler Ebene zu ziehen. Über 50 Mitglieder des Jungen Forums haben die dreitägige Veranstaltung in Dortmund besucht. Die Ergebnisse der Tagung sind in diesem Arbeitsbericht der ARL zusammengefasst
