Gibowski wurde auf Grundlage von Wahlforschungstheorien das Wählerverhalten der letzten Bundestagswahl untersucht. Besonders von Interesse war die Frage, wie die politischen Parteien ihre Inhalte und Ziele umsetzen konnten und welche Strategien dabei zum Einsatz kamen. Gründe für das unterschiedliche Wählerverhalten bei dieser spektakulären Wahl, bei der sich vorzeitig der Kanzlerkandidat der CDU/CSU Edmund Stoiber schon als Sieger glaubte, waren neben dem Elbehochwasser, dem möglichen Irak-Krieg (zu dieser Zeit begannen massive Truppenverlegungen der USA in die Nah-Ost-Region die Debatte zu schüren) und den drei Kanzlerduellen im Fernsehen auch die Berichterstattung der Medien, die eine zentrale Rolle bei der Wahrnehmung von Ereignissen und Meinungsbildung der Öffentlichkeit einnehmen. Um diese Prozesse zwischen Medien, Öffentlichkeit und politischer Elite genauer zu betrachten, ist es notwendig, den Agenda-Setting-Ansatz zu erklären und an Beispielen zu verdeutlichen. Bei diesem Ansatz wird angenommen, dass die Medien durch ihre Berichterstattung einen Einfluss darauf ausüben, welche Themen die Rezipienten als wichtig wahrnehmen und welche als weniger wichtig einstufen. Studies of federal policy agendas seeking to explain why laws pass and why policies change typically look to the political environment, focusing on the media, congressional hearings, presidential addresses, and preferences of legislators as agents of change. However, since World War II, Congress has used simple procedure--short-term authorizations--to control the timing of policy change across the spectrum of federal policy. This book examines how short-term authorizations create periods of policy stability, when implementation can occur, by allowing policies to be reconsidered only when an authorization expires. This simple procedural mechanism allows Congress to state when certain aspects of a law such as authorizations of appropriations will expire. By doing this, Congress creates a schedule for when a given policy will be considered and systematically steers the management of public programs by changing the resources and tools available to policy implementers. Understanding short-term authorizations may force a reexamination of existing theories of the policy process and congressional activity. Reauthorization politics may well shape member activities (e.g., the timing of bill introductions) as well as interest group activities (e.g., the timing of coalition formation). Reauthorizations also affect the behavior of agencies, which must be responsive to these legislative changes.

The three cases—Rumsfeld v. Padilla, Hamdi v. Rumsfeld, and Rasul v. Bush—so far have been the only cases reviewed by the highest court of the nation, the United States Supreme Court.

Coordination of Spatial Policy The cross-sector and spatial coordination of sectoral policies has long been the subject of disciplinary and interdisciplinary discussion. Such discussion has its roots in the recognition that autonomous sectoral policies and the autonomous actions of political agents alone do not do justice to interdependencies between the sectors. Renewed discussion has been rendered necessary by recent research developments, social change and an increase in incidences where coordination between the various political and bureaucratic levels of the European and German system has been seen to fail. The individual papers are systematically organised to consider three variants of coordination problems, whereby a fundamental distinction is made between vertical and horizontal coordination. It can be seen that despite the distinctiveness of the local individual case studies, it is possible to observe commonalities related to the successful tackling of policy interdependencies. Against this background, cross-sectoral recommendations are formulated. On the one hand, these are concerned with reducing the need for coordination to a minimum by the skilful allocation of tasks within the federal system. On the other hand, they indicate ways in which the remaining coordination still necessary between spatially impacting policies can be undertaken so that greater efficiency is achieved than through an uncoordinated approach.

Higher education has become a mega-topic in both political and scientific debate. Developments in systems of higher education and changes in the governance of this field have been discussed in the literature. Such changes are brought about by collective actors within institutional settings. The present volume directs attention at Social Democratic governments in Sweden and in Germany, specifically in North-Rhine Westphalia in the latter case, and at the policies of higher education they have enacted from the mid-1960s to the year 2000. The empirical basis for this study is a qualitative analysis of such policy documents as inaugural speeches, governmental bills and recommendations of expert groups. The focus of the policies has shifted during the decades that were analysed from an input- to an output-orientation and from addressing issues of class to addressing those of gender segregation. These shifts are discussed against the background of a governmentís need for legitimation and the impact of intermediate actors on policy development.

Unless and otherwise education policy is framed to address the 'gloom and doom' side of world by 2050, the next generation would face a serious threat of existence. The positive futurists show that technology and science will not allow the world to laps its primitive past once again. It is clear that science and technology is the only answer to human survival. Therefore, it is important that education policy makers taking a fresh look at the policy challenges for the future. This paper makes an analysis based on the published and documented evidence what policy framework would be required in the developing countries in view of the emerging challenges to ensure a survival of the generations to come.
