Why is America living in an age of profound economic inequality? Why, despite the desperate need to address climate change, have even modest environmental efforts been defeated again and again? Why have protections for employees been decimated? Why do hedge-fund billionaires pay a far lower tax rate than middle-class workers? The conventional answer is that a popular uprising against "big government" led to the ascendancy of a broad-based conservative movement. But as Jane Mayer shows in this powerful, meticulously reported history, a network of exceedingly wealthy people with extreme libertarian views bankrolled a systematic, step-by-step plan to fundamentally alter the American political system. The network has brought together some of the richest people on the planet. Their core beliefs-that taxes are a form of tyranny; that government oversight of business is an assault on freedom-are sincerely held. But these beliefs also advance their personal and corporate interests: Many of their companies have run afoul of federal pollution, worker safety, securities, and tax laws. The chief figures in the network are Charles and David Koch, whose father made his fortune in part by building oil refineries in Stalin's Russia and Hitler's Germany. The patriarch later was a founding member of the John Birch Society, whose politics were so radical it believed Dwight Eisenhower was a communist. The brothers were schooled in a political philosophy that asserted the only role of government is to provide security and to enforce property rights. When libertarian ideas proved decidedly unpopular with voters, the Koch brothers and their allies chose another path. If they pooled their vast resources, they could fund an interlocking array of organizations that could work in tandem to influence and ultimately control academic institutions, think tanks, the courts, statehouses, Congress, and, they hoped, the presidency. Richard Mellon Scaife, the mercurial heir to banking and oil fortunes, had the brilliant insight that most of their political activities could be written off as tax-deductible "philanthropy." These organizations were given innocuous names such as Americans for Prosperity. Funding sources were hidden whenever possible. This process reached its apotheosis with the allegedly populist Tea Party movement, abetted mightily by the Citizens United decision-a case conceived of by legal advocates funded by the network. The political operatives the network employs are disciplined, smart, and at times ruthless. Mayer documents instances in which people affiliated with these groups hired private detectives to impugn whistle-blowers, journalists, and even government investigators. And their efforts have been remarkably successful. Libertarian views on taxes and regulation, once far outside the mainstream and still rejected by most Americans, are ascendant in the majority of state governments, the Supreme Court, and Congress. Das Intergovernmental Panel on Climate Change (IPCC), 2001 beschreibt für das letzte Jahrhundert eine globale Erwärmung um 0.6°C. Diese globale Temperatur-zunahme ist am stärksten durch die klimatische Entwicklung in der Nordhemisphäre, insbesondere in den arktischen und subarktischen Breiten gekennzeichnet. In der vorliegenden Untersuchung wird die mittlere Ausprägung und raum-zeitliche Entwicklung der Klimaelemente Temperatur und Niederschlag in Alaska im Zeitraum 1961-2003 analysiert. Wegen des heterogenen Klimas mit maritimen, kontinentalen und arktischen Anteilen wird Alaska sowohl als Gesamtraum als auch unterteilt in thermisch-hygrisch homogene Regionen betrachtet. Zur Ermittlung der mittleren Ausprägung, der zeitlichen Variabilität und der Entwicklung der Klimaelemente werden die Temperatur- und Niederschlagsreihen ausgewählter alaskanischer Klimastationen hinsichtlich ihrer mittleren Ausprägungen, Extrema, Anomalien und linearen Trends für den Untersuchungszeitraum statistisch untersucht. Eine flächendeckende raum-zeitliche Betrachtung erfolgt anschliessend unter Ver-wendung eines GIS-gestützten multiplen Regressionsmodells nach dem Prinzip einer Klimaregionalisierung. Als klimaanalytischer und methodischer Vergleichsdatensatz dient der für Alaska relevante Ausschnitt eines globalen Klimamodells des Potsdamer Instituts für Klimafolgenforschung (PIK). Aufgrund der Ergebnisse der raum-zeitlichen Entwicklung der Klimaelemente er-geben sich weiterführende Fragen zu den Ursachen der Klimavariabilität, zur allgemeinen Methodik der Modellierung des komplexen Klimasystems und einer dadurch möglichen Klimaprognose sowie den Auswirkungen der beobachteten und potentiell zu erwartenden Änderungen der klimatischen und der daran gekoppelten ökologischen Verhältnisse in Alaska. Die Entwicklung des Klimas in den arktischen und subarktischen Breiten ist sowohl regional als auch global für die Funktion und Ausprägung des Klimasystems von herausragender Bedeutung.

Spatial development in climate change – challenges for spatial planning Climate change affects the structures, functions and uses of spaces in numerous ways, and thus makes additional demands on spatial planning. This volume describes the significant causal linkages between expected climate change and their spatially relevant consequences. Possible courses of action for spatial planning are derived from this discussion, with a particular focus on societal adaptation and further consideration of synergies and conflicts with climate protection measures. In the first instance, current scientific knowledge of climate change is outlined through explanation of the principal ways in which the climatic system functions and consideration of possible global and regional climate change. This is followed by discussion of the importance and assessment of societal vulnerability and the potential contribution of this concept to adaptation. In this regard the changes in climatic conditions have to be juxtaposed with the societal changes in order to estimate the demand for action. Taking into account climate change and vulnerability, attention then turns to clarifying how the risks and opportunities for society may be determined, and in which fields of action and regions they may emerge in Germany. The spatial significance of these risks, and in some cases opportunities, are also elucidated. Based on the causal linkages, spatial planning instruments for adaptation to climate change are presented. Consideration is given, firstly, to the legal framework and the possible courses of action for climate protection, thus ensuring consistency between adaptation to climate change and climate protection. Discussion then turns to an analysis of the legal provisions and the applicability of the formal and informal spatial planning instruments for use in the context of adaptation to the consequences of climate change. The potentials of strategic regional planning are also included. Finally, drawing on the above, recommendations for spatial research and spatial planning practice are formulated, particularly in terms of the further development of available planning instruments. The spectrum of suggestions ranges from methodological standards and monitoring systems to the extension of assessment tools and the strengthening of strategic planning processes.
