In an era before the advent of electric lights, telephones or motor vehicles, there exists a small cluster of aristocratic "old revolutionary stock" families that rule New York's social life. Newland Archer, at first critical of Ellen's bohemian lifestyle, and her seemingly wilful ignorance of the rules and customs of his Old New York, is soon captivated by Ellen's warmth, spirit, and her generous and loving heart. Herbert Wrayson, a bachelor returns to his flat one night to find a young lady rifling his desk. He questions her and finds she thought she was in the apartment of his neighbor, Morris Barnes, who lives above him. Studienarbeit aus dem Jahr 2008 im Fachbereich Umweltwissenschaften, Note: 2,3, Universität Siegen (FB5), Veranstaltung: Seminar: Ausgewählte Themen zum Altlasten-, Störfall- und Instandhaltungsmanagement, Sprache: Deutsch, Abstract: Im Juli 1976 wurden in Seveso in der Nähe von Mailand als Folge einer Explosion in der Chemiefabrik Icmesa bis zu drei Kilogramm hochgiftiges Dioxin durch eine chemische Kettenreaktion und anschliessende Explosion eines Reaktorkessels freigesetzt. Aufgrund dieser sowie weiterer vorangegangener Umweltkatastrophen sah man in der europäischen Gemeinschaft (EG) und in den einzelnen Mitgliedstaaten Handlungsbedarf. Bis zu diesem Zeitpunkt existierte kein einheitliches Konzept, das das Vorgehen bei einem Unglück von solchem Ausmass regelte. Die Konsequenzen eines solchen Störfalls verdeutlichen die Wichtigkeit eines funktionierenden Sicherheitskonzepts. Durch die Störfallverordnung ist in Deutschland seit 1980 die Implementierung eines solchen Sicherheitskonzepts vorgeschrieben. Der nachfolgende Text wird zu Beginn auf die Störfallverordnung im Allgemeinen eingehen und neben einem Überblick über den Eintritt von Störfällen in Deutschland auch die wesentlichen Inhalte dieses Gesetzes aufzeigen. Ausserdem werden die bedeutendsten Änderungen angesprochen, die sich durch die Einführung der Seveso-II-Richtlinie im Jahr 1996 und der Novellierung dieser im Jahr 2003 jeweils für die deutsche Störfall-Verordnung ergeben haben. Der Hauptteil der Seminararbeit behandelt schliesslich das seit der Seveso-IIRichtlinie notwendig gewordene Sicherheitsmanagementsystem (SMS). Dieses dient als Grundlage für das ebenfalls zur Pflicht gewordene Konzept zur Verhinderung von Störfällen, welches für jeden Betriebsbereich, in dem gefährliche Stoffe oberhalb einer bestimmten Mengengrenze vorhanden sind, erstellt werden muss. Dabei erfolgt eine detaillierte Betrachtung der sieben verschiedenen Elemente, die ein solches SMS nach den gesetzlichen Vorgaben enthalten sollte. Anhand von Berichten verschiedener Prüfungskommissionen wird anschliessend aufgezeigt, welche Konsequenzen für die Unternehmen durch die Neuregelungen entstehen. Ausserdem wird der Nutzen der Einführung dieser Systeme ihrem Ertrag gegenübergestellt. Den Abschluss bilden eine Zusammenfassung der Ergebnisse sowie eine kritische Reflektion bezüglich der Änderungen der Störfallverordnung und deren Auswirkungen auf das SMS.
