Studies of federal policy agendas seeking to explain why laws pass and why policies change typically look to the political environment, focusing on the media, congressional hearings, presidential addresses, and preferences of legislators as agents of change. However, since World War II, Congress has used simple procedure--short-term authorizations--to control the timing of policy change across the spectrum of federal policy. This book examines how short-term authorizations create periods of policy stability, when implementation can occur, by allowing policies to be reconsidered only when an authorization expires. This simple procedural mechanism allows Congress to state when certain aspects of a law such as authorizations of appropriations will expire. By doing this, Congress creates a schedule for when a given policy will be considered and systematically steers the management of public programs by changing the resources and tools available to policy implementers. Understanding short-term authorizations may force a reexamination of existing theories of the policy process and congressional activity. Reauthorization politics may well shape member activities (e.g., the timing of bill introductions) as well as interest group activities (e.g., the timing of coalition formation). Reauthorizations also affect the behavior of agencies, which must be responsive to these legislative changes.

Seminar paper from the year 2003 in the subject Politics - International Politics - Region: South Asia, grade: 1.0 (A), University of Heidelberg (South Asian Institute for Political Science), course: State and Economy in South Asia, with the example of India, language: English, abstract: Many scholars expected India to drag her feet in the liberalization process, due to the opposition of economically weak groups, negatively affected by a globalized market economy, but politically empowered through institutions created by Indiäs long democratic tradition (Lanyi 2000). The missing of this resistance was one of the most puzzling experiences of the last ten years. Supplementing Rob Jenkins¿ popular thesis that India is going through a "reform by stealth" (Jenkins 1999) led by witty politicians, perfectly able to play the tunes of these various institutions, this article will provide a neo-institutionalist position with emphasize on the impact of the IMF¿s structural adjustments programme on the federal and local level, which led to a change in the formal as well as in the informal institutions themselves. There are four points in Jenkins¿ approach open to criticism and able to undermine the achievements of his research: a) the reductionist and static understanding of institutions b) the neglect of international entrepreneurs and structure influencing institutional policy c) the neglect of specific Indian "realities", forcing institutions to adapt in the face of liberalization d) the overemphasizing on the relevance of informal institutions and corruption as a means to achieve desired political outcomes. The thesis provided in this essay will be that the observed shift towards an increased directive ability of the central government is only a short-term phenomenon masking a steadily accelerating devolution of power that capacitates state- and local authorities to autonomously negotiate their self-interest in a globalized world over the long run. This process not only leads to an obvious need to redesign fiscal federalism, but will also call for an abolition of several centre-favouring precautions of Indian federalism.

It is clear that positioning a brand trough a clear and consistent image building campaign is a cornerstone of brand marketing. It is also evident that certain brand dimensions and associations lead to increased marketplace recognition and economic success for brand owners, as a result the value consumers place on them. Marketers spend millions of dollars each year to identify well defined, strong brand images and to support them. A company¿s economic superiority is frequently implied by the strength of its brand name giving it the ability to differentiate itself and improve its competitiveness. (Nykiel, 1997) Park, Jaworski and MacInnis (1986) noted that consumer needs could be classified in functional or symbolic needs. The functional needs are related to specific and practical consumption problems, whereas symbolic needs are related to self image and social identification. (Subodh Bhat, 1998) Therefore they mentioned that all brand should have a ¿brand concept¿, which is an overall abstract meaning that identifies a brand. Also, there are different types of motivations among each individual, and these motivations drives their needs either to be functional or symbolic in nature. Thus, functional needs of consumers could be exploited with a functional brand, one positioned with a functional brand concept. A brand could be also positioned as a ¿symbolic¿ brand for consumers who whish to enhance their self image or their social image. (Park, 1991)

Essay from the year 2001 in the subject Politics - International Politics - Region: Russia, grade: 1.3 (A), University of Leeds (POLIS), language: English, abstract: The collapse of communist systems in Europe and the break-up of the Soviet Union have opened a completely new field for political, economic and social study: post-communism. Since then, several efforts have been made to explain the quite different outcomes of what has often been regarded as a common starting point. This cannot surprise: the concept of postcommunism itself implies that the similarities between formerly communist countries overweigh their differences, and a comparative study is hoped to uncover the set of theories that could be applicable to at least most of the region, if not beyond that. But has this approach been successful so far? Or do the current results rather suggest that post-communist studies after merely ten years of existence are lacking behind twenty years already, as it has been put provocatively for the political field? Is there a useful way of comparing the experiences of the formerly communist states, or might such an approach be initially a fraud? This essay tries to answer these questions in the following way: first of all, it gives an overview over post-communist experiences, in order to come, secondly, to a characterisation of the phenomenon. Thirdly, the main theoretical approaches on the subject that are based on comparison are discussed. As a conclusion of these comparative studies, the author argues that post-communism can only be generalised as a phenomenon if seen as an experience of, and challenge to, collective identity.

This book by Kenneth R. Stow from University of Haifa/Israel is a study of fiscal policy in the sixteenth century Papal State. It is also a study of papal Jewish relations, and, so too, of intracommunal Jewish relations. These three became interlinked by the need of the papacy to erect a system of direct taxation in the Papal State and by the surprising role played in that system by the taxes of the State´s Jewish residents. The sixteenth century was too critical a time for the papacy in general and for papal Jewish relations in particular, however, to imagine that fiscal matters could have been weighed in isolation from the religious needs of the Church. Indeed, the issue of Jewish taxation will show how thoroughly and inextricably the matters of the state and the soul were intertwined. In this specific case, moreover, Jewish and general history are fully independent.This study based on hundreds of hitherto unknown documents concerning the imposition and collection of taxes from the Jews of the Papal State. For reasons of clarity, the specifics of these texts have not been included in the essay section of the book. Why do some European welfare states protect unemployed and inadequately employed workers ("outsiders") from economic uncertainty better than others? Philip Rathgeb's study of labor market policy change in three somewhat-similar small states--Austria, Denmark, and Sweden--explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research--trade unions and party politics--that, with few exceptions, have advanced without a mutual exchange. Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments--and thus political parties--to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.
