Liest man J. R. Seeleys oft zitierte Formel: 'Political Science without History has no root. History without Political Science bears no fruit' etwa in dem Sinne, dass hier 'History' für 'History of Ideas' steht, so mag damit zutreffend ein mögliches Verhältnis von politischer Theoriengeschichte zu den empirischen Teilen der Politikwissenschaft bezeichnet sein, dessen Triftigkeit freilich kaum mehr als selbstverständlich akzeptiert werden dürfte. Angesichts der während der vergangenen Jahre vollzogenen praxis orientierten Professionalisierung der deutschen Politischen Wissenschaft kann eher ver mutet werden, dass die politische Theoriengeschichte in eine für die Gesamtentwick lung des Faches zunehmend marginale Rolle geraten ist, die ihre Existenz zwar nicht gefährdet, sie aber gleichwohl zu einem - im Zweifelsfalle vielleicht sogar verzicht baren - Orchideenfach der Disziplin werden lassen könnte. So mag es vielleicht nütz lich sein, sich dieser Teildisziplin als eines Kernbereichs der Politischen Wissenschaft zu erinnern, sich ihrer Leistungen und Möglichkeiten, auch ihrer Versäumnisse zu ver gewissern und wenigstens in Umrissen ihre vergangene wie zukünftige Entwicklung zu bestimmen. Das hier vorgelegte Sonderheft möchte einen Beitrag zur Bilanz, aber auch zur Perspek tive der politischen Theoriengeschichte leisten. Im ersten Teil sind Beiträge versammelt, die das Verhältnis ideengeschichtlicher Forschung zu Nachbardisziplinen thematisie ren, gefolgt von Überlegungen, die Fragen von Interpretationskonzepten behandeln. Der dritte Teil fasst Aufsätze zusammen, die sich einerseits der ausserdeutschen For schung zuwenden, andererseits die Lage der deutschen ideengeschichtlichen Forschung beschreiben und bewerten.

Essay from the year 2008 in the subject Politics - International Politics - Region: South Asia, grade: 80%= good, University of Kerala (Department of Political Science), course: India's Foreign Policy, language: English, abstract: This essay presents an outline of the evolution of India's Nuclear Policy with a special reference to the India- US Nuclear Deal. However, more recent developments such as the passing of the Deal, withdrawal of Left support and the vote of confidence in the Lok Sabha are not included. On April 8th 2008 The Hindu published an article titled ¿Potential consequences of a regional nuclear conflict¿ in which the author convincingly illustrates the dangers a nuclear- armed South Asia presents.1 The fact that both India and Pakistan, but of course also China, possess nuclear weapons has been an alarming reality since 1998. The relative progress that has been achieved in India- Pakistan relations should not lead one to forget that two conflicts in 1999 and 2001 could easily have escalated into a nuclear confrontation. India had embarked upon a civilian nuclear program right after her independence but the ¿weapon option¿ has always been present. Indiäs nuclear policy has been an evolutionary, sometimes painful process equally shaped by domestic and international factors. This paper attempts to analyse some of these factors and argues that the development of nuclear weapons was a logical, albeit not planned, consequence of them. It is interesting that even those in India fiercely opposed to nuclear weapons subconsciously seemed to have realised that Indiäs nuclear program could not be limited to civilian application forever. A constant in Indiäs nuclear policy is the strong wish to become and remain as independent as possible. For this independent nuclear policy India had to pay a high price. Isolated from international nuclear cooperation, confronted with sharp criticism and even sanctions, India had to rely on herself. While Indiäs success has been a great source of national pride Indiäs isolation in nuclear issues also contributed to a lack of strategic planning regarding Indiäs place in both the region and the world, and the role the nuclear weapons should or should not play in this. The (possible) India- US nuclear deal has provoked an intense debate among Indian actors that creates the chance that India will finally come to terms with its nuclear potential as she prepares for assuming the status of a world power.

For centuries, if not millennia, the changes in human society had occurred slowly and usually did not affect the lives of the majority of the people significantly. That is not to say that the event of a war, a draught or another catastrophe did not have devastating consequences and indeed it were predominantly the ordinary people who suffered the most if such an event took place. The conducting of life however remained unaffected and continued as it had before. Scientific inventions were rarely made and if they did happen it was only a small privileged section of society benefiting from them. Whatever influenced the life of most people occurred gradually, making it both possible and easy to adjust. It could even be argued that because these influences did not have an impact during a person¿s lifespan but developed over generations people failed to recognize them as changes at all. This has profoundly changed in the age of globalization that has already shaped the economic, social, and cultural lives of hundreds of millions of people. The majority of them may not be able to clearly identify these changes but they would all agree that something is happening in their lives. The feeling evolving out of this is one of uncertainty; there are both greater opportunities and greater risks. The previous era had already witnessed the transformation that industrialization brought about and it provoked sharp reactions. Industrialization not only transformed people¿s lives it changed the character of warfare as well and the 20th century had to endure the consequences. Technology brought many improvements but people start to realize that there is a flipside to everything. In a somewhat dialectical sense we cannot take the benefits of something while at the same time hope to avoid the ramifications. The world today has not just become smaller; it also turns out to be far more complex and diverse than any philosopher could have possibly imagined. Postmodernism can be conceived as a movement directed at both diversity and complexity but it may not provide a satisfying answer. Instead, its simple but yet powerful message may be that all we can do is accept the actual condition. This paper attempts to outline the development of postmodernism as a reaction to Modernity, and to analyze some of the implications this reaction brings about.

The missing of this resistance was one of the most puzzling experiences of the last ten years. Supplementing Rob Jenkins¿ popular thesis that India is going through a "reform by stealth" (Jenkins 1999) led by witty politicians, perfectly able to play the tunes of these various institutions, this article will provide a neo-institutionalist position with emphasize on the impact of the IMF¿s structural adjustments programme on the federal and local level, which led to a change in the formal as well as in the informal institutions themselves. There are four points in Jenkins¿ approach open to criticism and able to undermine the achievements of his research: a) the reductionist and static understanding of institutions b) the neglect of international entrepreneurs and structure influencing institutional policy c) the neglect of specific Indian "realities", forcing institutions to adapt in the face of liberalization d) the overemphasizing on the relevance of informal institutions and corruption as a means to achieve desired political outcomes. The thesis provided in this essay will be that the observed shift towards an increased directive ability of the central government is only a short-term phenomenon masking a steadily accelerating devolution of power that capacitates state- and local authorities to autonomously negotiate their self-interest in a globalized world over the long run. This process not only leads to an obvious need to redesign fiscal federalism, but will also call for an abolition of several centre-favouring precautions of Indian federalism.
