Master's Thesis from the year 2007 in the subject Politics - Topic: European Union, grade: 1, University of Vienna, language: English, abstract: The title of this analysis is based on a book by Simon Duke dealing with the theoretical implications of a common European foreign policy in security and defense matters. The content of the book differs from the content of this paper and is not related to the questions posed in this research.1 Part II of this research gives a detailed overview of what security actually means in global politics and how key players understand it. General definitions and theory allows us to understand the major parts of this thesis (part III and IV). Part III describes different approaches to security in IR theory and explains it on the basis of European political integration. The historio-political analysis in this part shows the evolution of a CFSP and the ESDP. Institutionalization processes within the European Union explain the current status of the EU¿s foreign policy, which is a status in process without having a clear and defined goal. This part includes the legal dimension of the EU¿s foreign policy as well and describes the problematic situation Europeans currently have to face, namely disputes about the legal personality of the European Community and the European Union. Part IV is the second major part of the paper and deals with security challenges and the impact of the EU¿s foreign policy on transatlantic relations and/or vice versa. This part has a closer look on the practical side of what the European Union is able and willing to do as a key player in the political, security and military domain in the world. It shows the relations between Europe and the United States and gives a segmentary analysis of Europe¿s power in global politics... ...This research identifies the following specific hypotheses subordinated to the main hypotheses: 1.The European Union will become a global key player in the political and military domain, but will remain at the lower end of high politics for a while (ESDP police missions and military operations). 2.Transatlantic relations in the form of the Atlantic Alliance (or extended atlantic alliance) will remain of essential importance in order to achieve the EU¿s foreign policy goals. 3.Cooperation in the military domain with the United States will remain the only way for Europe during the process of building up a European military.

Since 1 January 2007, Moldova has been a direct neighbour of the European Union. Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova. This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country’s relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

Illegal and (lawful, but) harmful content – most notably hate speech and fake news, but also violent videos, copyright infringement, or child pornography – is a crucial problem on digital platforms like Facebook, YouTube, TikTok and Twitter. The EU’s 2022 Digital Services Act aims at tackling this problem by introducing an updated horizontal framework for all categories of content and activities on intermediary services. This raises several questions. How far do – national and European – free speech guarantees go? If hate speech can be banned to protect the victims’ rights, how can the prohibition of fake news be justified? What is the remaining leeway of the platforms for private content moderation? Who is responsible for fighting and taking down illegal content? How can the victims of de-platforming, content takedowns or shadow banning claim their right to freedom of opinion? Finally, how will these legal responsibilities be enforced? These questions are addressed in the articles of the edited volume, proceeding from the 2022 Annual Conference of the Institute for Digital Law Trier (IRDT).

This volume contains the contributions of a conference dealing with the consequences of the European Monetary Union for the macroeconometric modelling of the Euro area, which took place in Essen in 2000. At the end of the conference the participants were convinced that the discussions including a great variety of theoretical, methodical and factual aspects from the producers' as well as the consumers' perspective will not fail to have a certain impact on the future development of macroeconometric modelling in the Euro area. Once more it became clear, however, that an ideal way to a solution of the problems is still not in sight. The future development will be characterized by a plurality of approaches and models. Thus trends continue which have had a more or less strong, durable or temporary influence on the model landscape since the emergence of the monetarist revolution, the "rational expectations" or the "real business cycle"-models. We are still at the beginning of the theoretical and empirical exploration of the macroeconomic development of the Euro area, it is not always clearly perceptible what is transitory and what is permanent, and this openness should facilitate the reception of the experiences and results which have been presented. The idea for this event was developed in the course of the Project LINK. One of the highlights of the conference was the participation of the nobel prize winner Professor Dr. Lawrence Klein - pioneer and Nestor of macroeconometric modelling - who, as his contribution shows, is following up the creation of the European Monetary Union with critical interest.

The book series Changing Europe contains edited volumes dealing with current political, economic and social affairs in Eastern Europe and the enlarged EU. The core of the series is formed by contributions to the Changing Europe Summer Schools, which are being organised by the Research Centre for East European Studies at the University of Bremen. The series is edited by Dr. Sabine Fischer (EU Institute for Security Studies, Paris), Dr. Heiko Pleines (Research Centre for East European Studies at the University of Bremen) and Prof. Dr. Hans-Henning Schröder (University of Bremen and German Institute for International and Security Affairs, Berlin). The central question addressed by the papers collected in this book is whether trade unions from the post-socialist states have successfully represented their interests at the EU level. At issue is not only their purely formal integration into umbrella organizations and EU bodies; of much greater concern is their actual participation in political decision-making processes and the resulting impact at the national and sub-national level. The book therefore examines the integration and Europeanisation of a vital part of those societies which joined the EU in 2004. The empirical focus is on case studies from the Czech Republic, Poland and Slovakia. The book is based on the research project Already arrived in Brussels? The European Union is increasingly facing a dilemma between democracy and technocracy. On the one hand, the EU is today accused for lacking sufficient democratic legitimacy, and on the other, public policy-making is getting more and more complex and technical, making politicians reliant to a certain extent on the technical knowledge of specialised experts. The European Parliament, being the only directly legitimated body within the institutional set-up of the EU and thus the symbol of democracy, plays a key role in this respect. In this book Brigitte Reck analyses the role of expertise for the European Parliament. It is assumed that, in order to fulfil the new challenges posed by its enhanced role in EU decision-making, the European Parliament depends to a high degree on internal and external help in the form of expert knowledge, policy advice and parliamentary assistance. It discovers, mainly on the basis of interviews with politicians and officials in Brussels, which sources of expertise the European Parliament can rely on and to what extent Parliament has adapted its internal capacities to the new challenges arising mainly from co-decision, but also from enhanced complexity. Finally it suggests how to improve the internal expertise capacities of the European Parliament which are necessary if the institution is to bridge the gap between democratic control and good quality outcomes.
