Zum einen liegt der Schwerpunkt auf der Analyse zentraler Theoriestränge: Als Ergebnis werden Einflussfaktoren und Wirkungen von nationalem Pionierverhalten in der Umweltpolitik herausgefiltert. Zum anderen steht eine exemplarische Analyse des Fallbeispiels "Drei-Liter Auto in Deutschland" im Mittelpunkt. Von besonderem Interesse sind dabei sowohl das Wechselspiel von Politik und Technik in diesem Prozess als auch die beteiligten Akteure sowie deren Strategien und Ziele.

Forster¿s novel "A passage to India" was published in 1924. The work is largely based on the personal experiences Forster made during his two visits to India, which are the source of the striking authenticity of the text. Forster experienced the possibility of another view of life, that was opened up to him through his Indian friendships. On the other hand, he got to know the difficulties that spring up from so profoundly different approaches to life as the ones of the West and the East. Due to his own attitude of liberal-humanism and his belief in the freedom of action and the individuality of each human being as the basis for any political action, he was upset by the racial oppression, the cultural misunderstandings and the hypocrisies he found in Anglo-India. Forster¿s novel is clearly concerned with the doubtfulness of the concept of superiority. It puts forth the question to what extent a culture can claim to be a civilized nation and in virtue of what it can be justified to impose one¿s own way of life upon another culture. The author provides us with a vivid picture of Indian concepts and Indian sets of values without judging them or separating right from wrong. His suggestion seems to be to accept the co-existence of such alternatives. More complex is the problem of intercultural relationships. How can barriers be torn down and bridges be built? To this question, Forster does not give a definite answer. He suggests a flourishing interchange between the races until the necessary cultural sensibility is achieved. At several points in the novel, the author hints at the general possibility of a peaceful relation between the two races: All the Indians who had been in England had had only positive experiences. But within a colonial context this seems impossible. Although reconciled, Aziz and Fielding have to accept that their friendship is not possible because they have no meeting place, at least ¿not yet¿, not until India has her own nation and is free from the oppression of the colonial system.

Damit dies effektiv und zielführend erreicht werden kann, nutzt die Gesundheitspolitik die Gesundheitsberichterstattung (GBE). Gesundheitspolitische Entscheidungen müssen jedoch gemäss der gesundheitlichen Situation und Entwicklungen der - in diesem Fall - Kinder und Jugendlichen getroffen werden, die von Land zu Land aufgrund gesellschaftlicher Besonderheiten sowie verschiedener Gesundheits- und Datensysteme variieren. Vor diesem Hintergrund setzt sich die vorliegende Arbeit im Rahmen des Konzepts der GBE mit dem Thema Kinder- und Jugendgesundheit in den USA auseinander. Sie diskutiert die gesundheitliche Lage der US-Kinder bezüglich der Differenzierung nach der Rasse/ethnische Gruppe, die prekäre Handlungsfelder für die US-Gesundheitspolitik darstellen. Dies zeigt zeigt sich hinsichtlich der Indikatoren: Rauchen, Übergewicht, Bildung, Säuglingssterblichkeit und Gewaltverbrechen. Insbesondere die Indikatoren "Höhere Bildung" oder "Säuglingssterblichkeit" bestätigten einen sozialen Gradienten zwischen den US-Bevölkerungsgruppen. Der US-Bundesberichts "America¿s Children" ist ein indikatorenbasierter Bundesbericht, den Vertreter der US-Bundesstatistik- und Bundesforschungsbehörden gemeinsam im Rahmen eines sog. Interagency Forums erstellt haben. Diese Berichtsform zu dieser spezifischen Zielgruppe existiert in Deutschland noch nicht, so dass dieser Beitrag eine aktuelle Gültigkeit und Relevanz erfährt. Das Interagency Forum produziert den Bericht seit 1997 jährlich, wobei spezielle Kernindikatoren konzipiert wurden und werden, die kritische Aspekte aus dem Leben der US-Kinder reflektieren. Basis für die Indikatorenentwicklung bilden Daten, die seit den 70-iger bzw. 80-iger Jahren in Form von Surveys oder amtlichen Statistiken erhoben werden. Diese relativ lange Tradition von Datenerhebungen ermöglicht es dem Bericht, die Kernindikatoren überwiegend im Trend darzustellen. Die kooperative und zentrale Organisationsstruktur sowie die Konzeption des Berichts machen dieses Produkt der GBE zur Kindergesundheit einzigartig. Damit verkörpert der Bericht "America¿s Children" einen Bericht, den es in Deutschland bislang noch nicht gibt, da sich die deutsche GBE zur Kindergesundheit auf Bundesebene mit der KIGGS-Studie des RKI erst im Aufbau befindet. Insgesamt lässt der Bericht erkennen, dass die USA über etliche Jahre mehr Erfahrung in der GBE verfügt als Deutschland.

As a developing country undergoing remarkable economic growth, China’s escalating energy consumption and recent reversal in energy efficiency gains are disconcerting for both its national government and the global community. Without ecological energy policymaking, China’s increased energy demand will inevitably result in further degradation of global natural resources, exacerbated pollution, and increased greenhouse gas emissions. In her study, Nina Xin Zheng therefore examines national and regional energy trends in China, highlighting the potential for improved industrial energy efficiency by addressing existing energy paradoxes. She analyzes China’s national energy trends in the global context to explore the factors behind higher energy consumption and lower industrial energy efficiency gains. In the national context, case studies of two different provinces reveal regional disparities in the energy trends of developing coastal and undeveloped inland provinces. These analyses present new insights into regional energy intensity trends and development experiences that enable a more nuanced assessment of the factors driving energy use and the applicability of foreign energy efficiency policy instruments in China. In accounting for existing challenges to improving energy efficiency, an examination of successful energy policies and reforms abroad offers optimism for China’s potential in achieving truly sustainable development. With growing economic, environmental and security linkages between China’s energy use and the global community, greater understanding of its recent energy trends is crucial for sustainable development. For other provinces in China, recognizing the contributing factors to regional energy disparities and Guangdong’s successes provide opportunities for improving energy efficiency while undergoing development. For the global community, greater awareness of China’s energy challenges presents new opportunities for promoting ecological energy policy in China and other countries undergoing economic development to mitigate rising global energy concerns. Ultimately, China’s successes and challenges in addressing its rising energy consumption and declining industrial energy efficiency embody universal lessons on the role of ecological energy policy in the 21st century.
