Since 1 January 2007, Moldova has been a direct neighbour of the European Union. Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova. This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country’s relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

This volume contains the contributions of a conference dealing with the consequences of the European Monetary Union for the macroeconometric modelling of the Euro area, which took place in Essen in 2000. At the end of the conference the participants were convinced that the discussions including a great variety of theoretical, methodical and factual aspects from the producers' as well as the consumers' perspective will not fail to have a certain impact on the future development of macroeconometric modelling in the Euro area. Once more it became clear, however, that an ideal way to a solution of the problems is still not in sight. The future development will be characterized by a plurality of approaches and models. Thus trends continue which have had a more or less strong, durable or temporary influence on the model landscape since the emergence of the monetarist revolution, the "rational expectations" or the "real business cycle"-models. We are still at the beginning of the theoretical and empirical exploration of the macroeconomic development of the Euro area, it is not always clearly perceptible what is transitory and what is permanent, and this openness should facilitate the reception of the experiences and results which have been presented. The idea for this event was developed in the course of the Project LINK. One of the highlights of the conference was the participation of the nobel prize winner Professor Dr. Lawrence Klein - pioneer and Nestor of macroeconometric modelling - who, as his contribution shows, is following up the creation of the European Monetary Union with critical interest.

Illegal and (lawful, but) harmful content – most notably hate speech and fake news, but also violent videos, copyright infringement, or child pornography – is a crucial problem on digital platforms like Facebook, YouTube, TikTok and Twitter. The EU’s 2022 Digital Services Act aims at tackling this problem by introducing an updated horizontal framework for all categories of content and activities on intermediary services. This raises several questions. How far do – national and European – free speech guarantees go? If hate speech can be banned to protect the victims’ rights, how can the prohibition of fake news be justified? What is the remaining leeway of the platforms for private content moderation? Who is responsible for fighting and taking down illegal content? How can the victims of de-platforming, content takedowns or shadow banning claim their right to freedom of opinion? Finally, how will these legal responsibilities be enforced? These questions are addressed in the articles of the edited volume, proceeding from the 2022 Annual Conference of the Institute for Digital Law Trier (IRDT).

General definitions and theory allows us to understand the major parts of this thesis (part III and IV). Part III describes different approaches to security in IR theory and explains it on the basis of European political integration. The historio-political analysis in this part shows the evolution of a CFSP and the ESDP. Institutionalization processes within the European Union explain the current status of the EU¿s foreign policy, which is a status in process without having a clear and defined goal. This part includes the legal dimension of the EU¿s foreign policy as well and describes the problematic situation Europeans currently have to face, namely disputes about the legal personality of the European Community and the European Union. Part IV is the second major part of the paper and deals with security challenges and the impact of the EU¿s foreign policy on transatlantic relations and/or vice versa. This part has a closer look on the practical side of what the European Union is able and willing to do as a key player in the political, security and military domain in the world. It shows the relations between Europe and the United States and gives a segmentary analysis of Europe¿s power in global politics... ...This research identifies the following specific hypotheses subordinated to the main hypotheses: 1.The European Union will become a global key player in the political and military domain, but will remain at the lower end of high politics for a while (ESDP police missions and military operations). 2.Transatlantic relations in the form of the Atlantic Alliance (or extended atlantic alliance) will remain of essential importance in order to achieve the EU¿s foreign policy goals. 3.Cooperation in the military domain with the United States will remain the only way for Europe during the process of building up a European military.

The European Union is increasingly facing a dilemma between democracy and technocracy. On the one hand, the EU is today accused for lacking sufficient democratic legitimacy, and on the other, public policy-making is getting more and more complex and technical, making politicians reliant to a certain extent on the technical knowledge of specialised experts. The European Parliament, being the only directly legitimated body within the institutional set-up of the EU and thus the symbol of democracy, plays a key role in this respect. In this book Brigitte Reck analyses the role of expertise for the European Parliament. It is assumed that, in order to fulfil the new challenges posed by its enhanced role in EU decision-making, the European Parliament depends to a high degree on internal and external help in the form of expert knowledge, policy advice and parliamentary assistance. It discovers, mainly on the basis of interviews with politicians and officials in Brussels, which sources of expertise the European Parliament can rely on and to what extent Parliament has adapted its internal capacities to the new challenges arising mainly from co-decision, but also from enhanced complexity. Finally it suggests how to improve the internal expertise capacities of the European Parliament which are necessary if the institution is to bridge the gap between democratic control and good quality outcomes.

Cooperation in Police and Criminal Law Matters, the 3rd pillar of the Union, is still subject to intergovernmental cooperation among the Member States. The terrorist attacks in the USA and in Spain had undoubtedly a strong impact on this area, leading to a visible intensification of inter-state cooperation. This consequence is only natural, since terrorism is a crime, therefore a matter for police and judicial cooperation in criminal matters; terrorism is a global issue, affecting multiple states and therefore its combating needs the cooperation among states. Unlike on the international stage, in European Union's case more than intensified cooperation could be possible, by way of transferring 3rd pillar matters to the supranational level of the 1st pillar. This paper is putting forward an assessment on the likelihood of this process taking place, within the following structure: a brief overview of the way anti-terrorism measures affected the 3rd pillar, followed by an assessment of intergovernmental cooperation and communitisation as likely and recommendable for the cooperation in police and criminal matters. Finally, the "case-study" of the Framework Decision regarding the definition of terrorist offences will serve as exemplification of the arguments brought in the previous chapter.

Ukraine has joined these newly independent states with little reliance on the institutions of the civil society. The developments within the Ukrainian art reflect the implications that the failure of the civil society institutionalization has for this particular domain of Ukrainian society. Ukrainian contemporary art that is presented at the major international art museums and art festivals of the contemporary art is a post-Soviet phenomenon that occupies the junction between Ukrainian art, international institutions and civil society. As a field of artistic activity Ukrainian contemporary art strives to differentiate itself from Ukrainian art that originated in the environment largely formed in the pre-independence, Soviet period. The struggles for authority within the field of Ukrainian contemporary art have involved Ukrainian institutions that are outside of it. Both institutional and personal agency within the field of Ukrainian contemporary art is affected by the lack of institutionalized civil society in Ukraine. In the theoretical terms of Pierre Bourdieu it is the case of the lack of autonomy that the field of Ukrainian contemporary art has. The sought-for autonomy would allow the field of Ukrainian contemporary art to exercise control over the resources of artistic authority. How this finds its articulation in the personal narratives of the major Ukrainian contemporary art figures and in the conflicts that happen in the field of Ukrainian contemporary art is the topic of this research. The methodology of multi-sited anthropology adopted in this research makes it possible to trace the contours of the authority relationships among contemporary artists, art institutions and curators at the time of inquiry. The research draws on twenty in-depth interviews arranged in 2001 with the leading figures of the Ukrainian contemporary art, with the prominent art curators that cooperate with the Ukrainian contemporary artists, and with the representatives of the major contemporary art galleries and foundations of Ukraine.

The protection of minorities in Bulgaria presents a paradox. Although minority protection played a prominent role in the accession of the country to the European Union, hardly any positive minority rights were adopted in post-communist Bulgaria. Apart from the reversal of communist assimilation campaigns, only limited progress has been made in the area of minority protection. Positive minority rights have remained very restricted, some minorities, notably Pomaks and Macedonians, have been denied recognition, and the formal adoption of legislation or policy documents has often not been followed by implementation. By charting minority rights policies in Bulgaria in the period between 1989 and 2004, this study clarifies the main reasons for the limited progress in the post-communist period. While, in contrast to some other countries in Central and Eastern Europe, minority “kin-states” did not play a major role in post-communist Bulgaria, the European Union and the Council of Europe were instrumental in putting minority questions on the agenda of Bulgarian governments. However, their impact was smaller than much of the literature on enlargement and conditionality would suggest. Domestic factors were crucial in shaping minority rights policies in post-communist Bulgaria. Of particular importance was the communist legacy, which acted as a brake on the development of minority rights.

The analysis will be based on a set of hypotheses derived from recent research on the topic (cf. Carter et al. 2007, Poguntke et al. 2007). In the first part, I will provide a theoretical background on the meaning of "Europeanisation" (chapter 2.1), on its significance for the Italian government system (chapter 2.2) and on its implication for national parties (chapter 2.3) in order to conceptualise the use of the term in the present paper. Subsequently, I will briefly describe the principal features of the party chosen for the case study with reference to its origin, development, electoral evolution, organisation and political discourse (chapter 3). In the fourth chapter, I will come to the analysis of the programmatic and organisational change of the party, examining its stance towards the European Union, the role of party leadership and EU-specialists, and the significance of collateral organisations. In the conclusion, I will summarize the findings of the analysis to discuss the viability of the hypotheses. After all, I will try to offer an outlook concerning the principal problems encountered during the analysis and offering consequently a critical evaluation on the sense of Europeanization of national political parties as a new research agenda.

They both need each other. In order to succeed the platform provider must ensure active participation of both groups. In the beginning these bazaars face chicken-and-egg problem, which should be solved, sometimes even by providing free chicken. These markets include some of the most important industries in new economy such as mobile telephony companies, free TV services, OS suppliers, software providers, gaming companies, credit card companies, auction sites etc. Ebay and amazon are good examples of two-sided markets. In such two-sided markets buyers and sellers first trade with the intermediary/ies so as to gain access to the functionalities of a platform and then trade with each other under oligopolistic conditions. In chapter 1 of this paper an attempt has been made to describe finer nuances of two-sided markets. Thereafter I proceed to discuss the various dynamics of two-sided markets in chapter 2. Two-sided firms differ from traditional industries and they follow totally different business economics. Marginal cost does not help them in deciding optimal price. Pricing policies and other business strategies must be formulated in such a way that it should ensure active interaction of both groups. Pricing strategy should get both sides on board and should also solve chicken-and-egg problem. Chapter 3 describes the pricing policy adopted by two-sided markets. Chapter 4 deals with relevance of two-sided markets for competition policy. Competition Authorities do not need different set of rules to regulate these industries. However Competition Authorities must consider various economic principles that influence pricing and investment decisions in two-sided markets. Chapter 5 concludes with various observations and suggestions.

This dissertation deals with the question of the EU's external influence on transforming societies. Is the external influence coherent with internal claims? Trade is the EU's most important external policy area. The EU is an economic giant based on the largest single market in the world. Thus the EU has power in and through trade. The EU makes increasingly the adaptation of normative standards a condition to access its market. Does the EU integrate also standards on gender equality? And does the EU transform gender regimes globally through trade? What impacts does the EU have on gender regimes? This dissertation examines gender impacts in the Sustainability Impact Assessments that show possible impacts of trade agreements between the EU and its partners. The analysis shows that gender is secondary to economic growth and not directed towards gender equality. As a consequence the EU does not use its power through trade and the coherence of internal and external efforts is questionable.
